summarized.Impacts will be compared to the applicable standards based on the jurisdictional location of <br /> impacted sensitive receptors.The existing noise environment will be documented through traffic noise <br /> modeling and ambient noise measurements.Up to three(3)short-term and one(1)long-term ambient <br /> noise measurements will be conducted on the project site.The purpose of the noise monitoring effort is to <br /> establish the existing noise environment for comparison to the City's land use compatibility standards. <br /> Construction Noise Impact Analysis <br /> Construction of the project would require the short-term operation of heavy equipment in the vicinity of <br /> nearby residential and church land uses. EPA recommended noise emission levels will be used for the <br /> construction equipment.The construction noise impact will be evaluated in terms of maximum levels <br /> (L...)or hourly equivalent continuous noise levels(Leq) and their frequency of occurrence. Noise analysis <br /> requirements and thresholds of significance will be based on the sensitivity of the project area and the <br /> applicable(City or County)noise ordinance specifications. <br /> Operational Noise Impact Analysis <br /> A quantitative assessment of long-term operational noise impacts related to existing and project-related <br /> vehicular trips will also be performed.Transportation noise in the project area is primarily associated <br /> with traffic along Interstate-580.Traffic noise impacts will be assessed using the FHWA Traffic Noise <br /> Prediction Model(FHWA-RD-77-108). Required model input data include without-and with-project <br /> average daily traffic volumes on adjacent roadway segments, day/night percentages of autos, medium <br /> and heavy trucks,vehicle speeds,ground attenuation factors,and roadway widths. Projections of the <br /> future traffic Community Noise Equivalent Level(CNEL)along selected roadway segments, based on the <br /> traffic study to be prepared for the project,will be provided in a table format to show the <br /> distance/contour relationship.Traffic noise impacts will be analyzed for comparison to the City's land use <br /> compatibility standards and whether the project would result in a permanent substantial increase in traffic <br /> noise levels in the project vicinity. <br /> Potential long-term operational noise impacts from project-related stationary noise sources,such as new <br /> residential mechanical ventilation system operations,will also be evaluated in comparison to the <br /> applicable(City or County)stationary source noise performance thresholds. <br /> Summarize Noise Reductions and Significance Findings <br /> Mitigation measures designed to reduce short-and long-term noise impacts will be identified where <br /> appropriate. Both an evaluation of the potential mitigation measures and a discussion of their <br /> effectiveness will be provided.This technical analysis for potential noise impacts will be directly <br /> incorporated into the EIR,with noise monitoring readouts and modeling data being placed in the <br /> Appendices.This task does not include the preparation of a separate, standalone technical noise study. <br /> Public Services and Utilities <br /> The Project includes the development of 33 single family residential units which will require new water <br /> and sanitary sewer services.There are some known water delivery deficiencies that are currently being <br /> studied by the applicant in greater detail. <br /> NORTH AMERICA I FUROPE!AFRICA I AUSTRAI IA I ASIA <br /> FIRSTCARBONSOLUTIONS.COM <br />
