Task 3: Project Description, Project Objectives, and Alternatives <br /> FCS will prepare a Draft Project description for review and comment by the City.The Project Description <br /> will include a statement of project objectives as well as potential project alternatives that could be <br /> evaluated.(Alternatives would be confirmed once the extent of potentially significant impacts are known). <br /> FCS will revise the project description based on one round of consolidated comments from the City. <br /> Task 4: Administrative Draft EIR <br /> FCS will prepare an Administrative Draft EIR in accordance with the applicable requirements contained in <br /> CEQA Guidelines Sections 15120 through 15132.The Administrative Draft EIR will contain analysis <br /> supported by graphics and tables.The document will identify potentially significant impacts,feasible <br /> mitigation measures, and the residual significance after mitigation has been implemented.The contents <br /> of the Administrative Draft EIR will be as follows: <br /> Executive Summary <br /> In accordance with CEQA Guidelines Section 15123,the Executive Summary will contain a summary of <br /> the project, list the project alternatives, identify areas of controversy,and provide a matrix listing <br /> environmental impacts and mitigation measures, and the residual significance of all impacts. <br /> Introduction <br /> FCS will prepare the introduction including the purpose and background of the project,the determination <br /> of the lead agency, scope of the EIR,and the document's organization.The introduction will establish the <br /> scope of review of the EIR and identify environmental topics that had been previously evaluated at a <br /> sufficient level in the prior rounds of environmental review and,thus, would not need to be re-evaluated. <br /> Project Description <br /> Pursuant to CEQA Guidelines Section 15124,the project description will identify the project location, <br /> describe the project characteristics, list the project objectives, identify necessary approvals,and list <br /> other agencies that may use the document.The project description will describe the relationship of the <br /> project to the City's General Plan and use tables and color graphics to clearly convey relevant <br /> information to the reviewer. <br /> Environmental Setting, Impacts, and Mitigation Measures <br /> The following specific sections that provide a discussion of environmental setting, impacts, and <br /> mitigation measures(if applicable) will be prepared. <br /> NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA <br /> FIRSTCARBONSOLUTIONS.COM <br />
