Watershed. Dublin Creek and Devany Canyon Creek do not have listed impairments; however, Dublin <br /> Creek and its tributaries have existing beneficial uses of warm freshwater habitat, wildlife habitat,water <br /> contact recreation, and water non-contact recreation.Temporary best management practices(BMPs), <br /> such as temporary erosion and sediment control, delineation of natural and/or sensitive areas, and site <br /> management,will be required to reduce sediment and pollutants to the creeks during construction. <br /> Site design measures include directing runoff from roofs and sidewalks to vegetated areas, minimizing <br /> land disturbance and impervious surface, maximizing permeability, using micro-detention areas, <br /> protecting sensitive areas, implementing self-treating areas,and implementing self-retaining areas. <br /> Source control measures would be provided for storm drains, landscaping, outdoor equipment/materials <br /> storage,fire sprinklers, and miscellaneous drain/wash water.Applicable low impact development(LID) <br /> measures for the Project to treat the new impervious surfaces include bioretention areas.The Project <br /> creates and/or replaces more than 1 acre of impervious surface and is within a white area with natural <br /> creeks designated by the Alameda County Clean Water Program's(ACCWP)as susceptible to <br /> hydromodification.Therefore,the Project is required to implement hydromodification management <br /> measures.The LID measures can also be used as hydromodification management measures and will <br /> adhere to the stormwater treatment and hydromodification management design criteria in the ACCWP's <br /> C.3 Stormwater Technical Guidance and applicable requirements from the City of Pleasanton. <br /> WRECO will perform a peer review of the documents for the Municipal Regional Permit(MRP) C.3 <br /> stormwater treatment best management practices(BMP)compliance and risk level assessment for <br /> compliance with the Construction General NPDES Permit.This includes review of BMPs sizing and any <br /> hydromodification analysis performed. <br /> Land Use <br /> FCS will evaluate the project for consistency with the City of Pleasanton General Plan, including <br /> Measures PP,QQ, and open space policies identified in the Land Use and Open Space Elements. FCS will <br /> also evaluate the proposed conversion of lands currently designated Public Health and Safety to confirm <br /> whether the proposed conversion would be consistent with the intent of relevant policies. <br /> Noise <br /> The proposed project contemplates construction and operational activities that could potentially expose <br /> surrounding land uses to excessive noise and vibration levels. Of particular concern are temporary <br /> increases in ambient noise levels during construction and permanent increases in ambient noise levels <br /> for operational activities (e.g., vehicle trips,truck deliveries, mobile and stationary equipment,etc.). FCS <br /> will prepare a Noise Analysis to evaluate the impacts of project-related construction and operational noise <br /> on surrounding land uses. The analysis will be wholly contained in the EIR and the supporting technical <br /> data will be appended.To perform this analysis, the following tasks are required. <br /> Background Information <br /> The general characteristics of sound and the categories of audible noise will be described.The regulatory <br /> framework related to noise, including applicable City and County plans, policies,and standards will be <br /> NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA <br /> FIRSTCARBONSOLUTIONS.COM <br />
