SCOPE OF WORK <br /> Task 1: Project Initiation <br /> FCS's Project Manager, Kelsey Sennett,and other key team members will meet with City staff(and the <br /> applicant team, if appropriate) to clarify and confirm the project description, identify key contacts, <br /> discuss scheduling targets, and obtain copies of the project plans and other relevant information.A site <br /> visit will be conducted as part of the project initiation process and is assumed to occur on the same day <br /> as the kick-off meeting. <br /> Because of the complexities involved in this project, FCS will recommend a schedule for ongoing project <br /> team coordination (monthly and/or weekly, as needed)to ensure that issues are discussed and resolved <br /> efficiently early in the process. <br /> Peer Review of Applicant Prepared Reports <br /> The applicant has submitted numerous technical reports. FCS and our subconsultants will review the <br /> reports for adequacy and will confirm whether the methodologies used as well as the analysis and <br /> recommendations/conclusions are adequate for use in the preparation of the EIR. FCS will identify any <br /> scope refinements or additional technical analysis is required. <br /> • FCS will review the reports related to biology and cultural resources. <br /> • WRECO will evaluate reports related to hydrology and water quality <br /> • Ninyo& Moore will review reports related to geology and hazardous materials. <br /> Task 2: Notice of Preparation <br /> FCS will prepare a Notice of Preparation (NOP) in accordance with requirements of CEQA Guidelines <br /> Section 15082. Issuance of the NOP is the first milestone in the CEQA process and announces a lead <br /> agency's intent to prepare an EIR.The NOP will identify the project location, provide a summary of the <br /> project characteristics,and list probable environmental effects, supported by tables and color graphics. <br /> FCS will refine the NOP based on one round of review and comment by the City. <br /> The City will be responsible for distributing the NOP to local agencies and interested parties. Following <br /> release of the NOP, this scope of work assumes that the City will hold a public scoping meeting in <br /> Pleasanton, which FCS representatives will attend. (Meeting attendance at the scoping meeting is <br /> accounted for in Task 11, Meetings/Hearings.) FC5 staff will conduct the meeting, presenting project <br /> information, answering questions, and summarizing public comment to confirm the scope of the EIR.All <br /> public comments received at the scoping meeting will be documented in the Draft EIR. <br /> Deliverables <br /> • One(1)electronic version of the Administrative NOP to the City of Pleasanton <br /> • One(1)electronic version of the final NOP to the City of Pleasanton <br /> • Fifteen (15) hard copies of the NOP to the State Clearinghouse <br /> NORTH AMERICA I FUROPE I AFRICA I AUSTRALIA I ASIA <br /> FIRSTCAR60NSOLUTIONS.COM <br />
