7 <br /> THE CITY OF <br /> "` "` '' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON-- <br /> September <br /> 5, 2023 <br /> Police <br /> TITLE: PROVIDE POLICY DIRECTION FOR THE POLICE USE OF <br /> SITUATIONAL AWARENESS CAMERAS <br /> SUMMARY <br /> Staff is requesting City Council policy direction regarding the use of recorded situational <br /> awareness cameras (fixed or mounted cameras on poles near roadways and/or <br /> intersections) in high-traffic areas of the community. The proposed camera technology <br /> is intended to improve the Police Department's ability to prevent and solve crime as well <br /> as maximize the efficiency and effectiveness of City resources. This report provides an <br /> overview of the benefits of using recorded situational awareness cameras in policing, <br /> examples of successful deployment, and an exploration of associated privacy concerns. <br /> RECOMMENDATION <br /> Provide policy direction for the use of recorded situational awareness cameras in the <br /> city. If the use of situational awareness cameras is supported by the City Council and <br /> the City is awarded the grant, staff will move forward with implementation after the City <br /> Council's acceptance of the grant. <br /> FINANCIAL STATEMENT <br /> At its June 20, 2023, City Council meeting, the City Council authorized the application <br /> for the Organized Retail Theft (ORT) Grant from the California Board of State and <br /> Community Corrections which funds various technologies for use by police <br /> departments. Recorded situational use cameras are included in the City's grant <br /> application and, if awarded, their cost will be fully reimbursed by the grant. The total <br /> value of the grant is $3,143,554 over the three-year grant period. <br />
