RESOLUTION NO. 23-1412 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ACCEPTING THE STATE OF CALIFORNIA, DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT PERMANENT LOCAL HOUSING ALLOCATION PROGRAM FUNDS IN THE AMOUNT OF $644,361 AND APPROVING PROFESSIONAL SERVICES AGREEMENTS WITH CITYSERVE OF THE TRI-VALLEY FOR HOMELESS SERVICES AND WITH TRI-VALLEY HAVEN FOR SHELTER OPERATING COSTS WHEREAS, the California Department of Housing and Community Development (the "Department") is authorized to provide up to $195 million under the SB 2 (2017) Permanent Local Housing Allocation Program Formular Component from the Building Homes and Jobs Trust Fund for assistance to Cities and Counties (as described in Cal. Health and Safety Code section 50470 et seq.; and WHEREAS, the Department issued a Notice of Funding Availability ("NOFA") dated February 26, 2020, under the Permanent Local Housing Allocation ("PLHA") Program; and ' WHEREAS, the City of Pleasanton, as an eligible Local government, applied for the program funds on October 31, 2022, to administer one or more eligible activities; and WHEREAS, the Department approved $644,361 in PLHA program funds to the City of Pleasanton on May 3, 2023, for homeless-related programs and services. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. Authorizes the City Manager to accept the State of California, Department of Housing and Community Development Permanent Local Housing Allocation Program funds in the amount of$644,361 and execute all necessary documents. SECTION 2. The City of Pleasanton it represents and certifies that it will use all such funds in a manner consistent and in compliance with all applicable state and federal statutes, rules, regulations, and laws, including without limitation all rules and laws regarding the PLHA Program, as well as any and all contracts the City of Pleasanton may have with the Department. SECTION 3. Authorizes the City Manager to enter into Professional Services Agreements with CityServe of the Tri-Valley for homeless services in the amount of$306,071 and with Tri-Valley Haven for shelter operating costs in the amount of$306,071. SECTION 4. This resolution shall become effective immediately upon its passage and adoption.
