24. <br /> <br />Only modular newspaper dispensers accommodating more than one newspaper shall be <br />allowed outside of buildings within the development. The design of these dispensers <br />shall be approved by the Planning Director. Dispensers within the public right-of-way <br />shall require an encroachment permit by the Engineering Department. <br /> <br />Landscaping and Irrigation gystem Design and Operation: <br /> <br />25. <br /> <br />All street trees facing Bernal Avenue and Utah Street shall be a minimum 24-inch <br />box-size species. This change shall be shown on the building permit plan set for review <br />and approval by the Planning Director before issuance of a building permit. <br /> <br />26. <br /> <br />All groundcover species in the perimeter landscape areas along the west, south, and east <br />sides of the project site shall be chosen to function as vegetative filters. This change shall <br />be shown on the building permit plan set for review and approval by the Planning <br />Director and the City's Landscape Architect before issuance of a building permit. <br /> <br />27. <br /> <br />The project developer shall enter into an agreement with the City, approved by the City <br />Attorney, which guarantees that all landscaping and open space areas included in this <br />project will be maintained at all times in a manner consistent with the approved landscape <br />plan for this development. Said agreement shall run with the land for the duration of the <br />existence of the structures located on the subject property. <br /> <br />28. <br /> <br />A final landscape plan and irrigation plan shall be submitted to and approved by Planning <br />Director as part of the building permit plan set prior to issuance of an on-site permit. <br />Said landscape plan shall be consistent with the approved landscape plan plus any <br />conditions of approval, and shall be detailed in terms of species, location, size, quantities, <br />and spacing. <br /> <br />29. <br /> <br />All trees used in landscaping be a minimum of 15-gallons in size and all shrubs a <br />minimum of five-gallons, unless otherwise shown on the approved landscape plan or <br />conditioned by this approval. <br /> <br />30. <br /> <br />Six-inch vertical concrete curbs shall be installed between all paved and landscaped areas <br />unless otherwise shown on the development plan and/or required by a condition of <br />approval. <br /> <br />31. <br /> <br />The project developer shall provide root control barriers and four-inch diameter <br />perforated pipes for parking lot trees, street trees, and trees in planting areas less than <br />10 feet in width, as determined necessary by the Planning Director at the time of review <br />of the final landscape plans. <br /> <br />32. <br /> <br />Prior to occupancy, the landscape architect shall certify in writing to the Planning <br />Director that the landscaping has been installed in accordance with the approved <br />landscape and irrigation plans with respect to size, number, and species of plants and <br />overall design concept. <br /> <br />5 <br /> <br /> <br />
