Actions of the City Council Page 1 of 2 August 23, 2023 Planning Commission Agenda Report August 23, 2023 Item 8 SUBJECT: Actions of the City Council July 18, 2023 Consent Calendar: Actions of the Zoning Administrator and Planning Commission Approve professional services agreements with ECHO Housing and Bay Area Affordable Homeownership Alliance (BAAHA) for first time homebuyer program administration services for an amount not to exceed $125,000 (ECHO Housing) and $225,000 (BAAHA) through June 30, 2028 Council approved the consent calendar as recommended August 15, 2023 Consent Calendar: Actions of the Zoning Administrator and Planning Commission Approve a $300,000 loan consisting of $241,176 in Federal Home Funds and $58,824 in Lower Income Housing funds to Tri-Valley REACH to augment County Measure A1 funds previously allocated for the construction of two accessory dwelling units to provide affordable housing to four residents with developmental disabilities; approve an appropriation of $20,000 from the Lower Income Housing fund to offset the cost of City impact fees; and authorize the waiver of $20,000 in building permit fees for the project Adopt a resolution approving an amendment to the Option to Lease Agreement with Eden Housing for Ridgeview Commons Approve an amendment to the Memorandum of Understanding with the City of Livermore for environmental review of the CDBG-funded Tri-Valley Haven Emergency Shelter Rebuild Project to add the City of Dublin and the County of Alameda as cooperating entities Accept a resolution accepting the State of California Department of Housing and Community Development Permanent Local Housing Allocation Program funds in the amount of $644,361; approve Professional Service Agreements with CityServe of the Tri-Valley for homeless services and with Tri-Valley Haven for shelter operating costs; and approve budget amendments in the Miscellaneous Grant Fund
