P19-0379, 1 Brozosky Hill Lane Planning Commission <br />EXECUTIVE SUMMARY <br />Terry Townsend, on behalf of the property owner, is proposing a four-lot, single-family <br />residential subdivision on an existing approximately 20-acre site located at 1 Brozosky Hill <br />Lane in the City’s Vineyard Avenue Corridor Specific Plan (VACSP) area. As proposed, the <br />project would retain the existing single-family residence, and construct three new single-family <br />homes. <br /> <br />The project site is identified as Lot 24 by the VACSP, which allots three new single-family <br />homes to the site. The VACSP Land Use Plan identifies general home locations for each site <br />within the VACSP, referred to as the “blob” areas. The proposed project, in addition to the <br />construction of three new single-family homes, proposes to change the identified house <br />location, or “blob”, for the benefit of less hillside disturbance. <br /> <br />The proposed project is being presented to the Planning Commission as a work session to <br />hear the proposal and give directions to staff and the applicant. No formal action will be taken <br />on the application at this time. When the application returns to the Planning Commission for a <br />formal hearing, the Planning Commission would then make a recommendation on the project <br />to the City Council. <br /> <br />BACKGROUND <br />The Vineyard Avenue Corridor Specific Plan (VACSP) and Planned Unit Development (PUD) <br />rezoning for an approximately 384-acre area in southeast Pleasanton were adopted by the City <br />Council in June 1999. The VACSP Financing Program was subsequently adopted in March <br />2000. Over the past decade, individual projects within the VACSP have been approved, <br />consistent with the provisions of the Specific Plan. <br /> <br />Vijayalakshmi Reddy is the current owner of Lot 24 in Subarea 3 of the VACSP. The VACSP <br />allotted a total of three new residential units to be located on Lot 24 in addition to the existing <br />home. The project site has two land use designations: PUD- Hillside Residential (HR) and <br />PUD-Open Space (OS). The allocated HR areas were located in two separate areas of the <br />site: one HR area located in the northern portion of the site is allocated for two homes, and the <br />second HR area located near the existing residence in the mid-portion of the site is allocated <br />for one new home.
