P19-0379, 1 Brozosky Hill Lane Planning Commission
Figure 10: Google View of Existing One-Story Homes in the Chrisman Development
(Silver Oaks Court) from the end of Vineyard Heights Lane

Though the VACSP does not place a one-story restriction on the project site, staff
suggests it is appropriate to have buildings facing the trail be lower-profile and less
visually dominant (particularly with the addition of the third home). The proposed height of
the rear elevations facing the trail range from approximately 27 feet to 29 feet while the
existing homes at the adjoining Chrisman development range from approximately 21.5
feet to 24.5 feet.

Reduced building massing may also be achieved by having a smaller upper floor. Table 2
shows floor areas as proposed and with a smaller upper floor area.

Table 2: Floor Areas as Proposed and with a Smaller Upper Floor
Lot A Lot C
Lower
Floor
(sq.ft.)
Upper
Floor
(sq.ft)
Total
Floor Area
(sq.ft.)
Lower
Floor
(sq.ft.)
Upper
Floor
(sq.ft.)
Total
Floor Area
(sq.ft.)
Proposed

3,765
2,721 6,48

4,536
2,143 6,676
@50% 1,882.5 5,647.5 -- --
@40% 1,506 5,271 1,814.4 6,350.4
@30% 1,129.5 4,894.5 1,360.8 5,896.8
@25% 941.25 4,706.25 1,134 5,670
Note: The floor areas do not include garages.

Discussion Point No.2: Should the proposed homes be limited to one-story residences,
or should the second-floor floor area for two-story homes be limited? Staff suggests
second-floor floor area to be 25 percent of the first-floor area if a two-story home is
supported.

3. EVA Connection
The VACSP Circulation Section includes a Proposed Circulation System Improvements
Plan (Figure 11). The plan shows a proposed emergency vehicle access (EVA) on the
project site serving as a segment connecting the EVA between Lot 22 (Berlogar) and Lot
25 (Reznick). The segment of the EVA in question is shown in a red circle in the diagram
below, for identification purposes.
