A third amendment served to extend the term of the contract. <br /> DISCUSSION <br /> While the project design was completed in December 2022, further work on the project <br /> has been delayed for PG&E to perform a franchise relocation of electrical equipment <br /> after which the project bid was to be scheduled. City staff attempted to have the PG&E <br /> work included as part of the City's project but was unsuccessful, and PG&E estimated <br /> the work would be completed by April 2023; however, no work was done by that time <br /> and now PG&E's resources have been redirected to completing relocation work as part <br /> of the Johnson Drive Economic Zone. The work on this project is now estimated to be <br /> completed by the end of 2023. As an additional note, during this delay PUSD re- <br /> evaluated the use of its property and asked that the requested monument sign on its <br /> property be removed from the project. <br /> The project will be further delayed due to the necessary water line improvements on <br /> Sunol Boulevard in the same areas as the intersection project starting early 2024. The <br /> water line work begins at the north end of the intersection with major impacts to the turn <br /> lane project, including prevention of the phased construction necessary for the project. <br /> The water line work is anticipated to be completed in summer 2024 after which the turn <br /> lane project will be bid. <br /> During the design phase, several items outside the original scope of work were required <br /> to complete the design. To improve the pedestrian crossing at Main Street and Bernal <br /> Avenue, the design created bulb-outs with new accessible ramps to reduce the <br /> pedestrian crossing distance. Additional street lighting design work was required along <br /> Monaco Drive to accommodate a new retaining wall. To further support the bid process, <br /> additional utility and demolition design sheets were requested by the City. The <br /> monument, fencing and landscaping designs were removed/adjusted to reflect the <br /> updated request from PUSD. During the design, the PUSD's onsite utilities were <br /> discovered and then designed for relocation. <br /> Due to inflation, the delay of the project will increase construction costs. Bid alternatives <br /> will be developed to allow the project to proceed with the available budget and provide <br /> flexibility to add features (e.g., monument signs on City property) if funding is available. <br /> The project plans will need to be updated to incorporate the new water line and PG&E <br /> work. <br /> The fourth amendment to the agreement for $83,400 will cover the costs for the <br /> additional design work, including the future bid alternatives and updating the plans for <br /> the water line and PG&E work. <br /> Budget <br /> The current Capital Improvement Program budget includes $5.67 million to fund the <br /> design and construction of the Second Westbound Left-Turn Lane on Bernal Avenue at <br /> First Street and Sunol Boulevard Project, CIP No. 17556.
