17 <br /> THE CITY OF <br /> ft <br /> C- -' "' " =�=� `"' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> August 15, 2023 <br /> Public Works <br /> TITLE: APPROVE AN AMENDMENT TO THE PROFESSIONAL SERVICES <br /> AGREEMENT WITH HMH ENGINEERS IN THE AMOUNT OF $83,400 FOR <br /> A TOTAL NOT TO EXCEED AMOUNT OF $444,600 FOR ADDITIONAL <br /> DESIGN SERVICES FOR THE SECOND WESTBOUND LEFT-TURN LANE <br /> ON BERNAL AVENUE AT FIRST STREET AND SUNOL BOULEVARD <br /> PROJECT, CIP NO. 17556 <br /> SUMMARY <br /> On August 4, 2020, the City Council approved the third amendment to the professional <br /> services agreement with HMH Engineers to complete the design and prepare biddable <br /> construction documents. The design was completed in December 2022, but the project <br /> has been awaiting PG&E's franchise relocation of electrical equipment. The City will <br /> advertise the project for bid in fall 2024 as it is on hold until a new water line is installed <br /> on Sunol Boulevard as part of the interim water improvements. During the design of the <br /> second westbound left-turn lane, several new items of work outside the original scope of <br /> work were discovered and are required to complete the design of the project. Additional <br /> design services will also be needed to update the plans to reflect the PG&E relocation, <br /> the water line work and develop bid alternatives. Staff recommends the approval of a <br /> fourth amendment to the agreement in the not-to-exceed amount of $83,4000 with HMH <br /> Engineers. <br /> RECOMMENDATION <br /> 1 . Approve the fourth amendment to the professional services agreement with HMH <br /> Engineers in the not-to-exceed amount of $83,400 (an increase in the contract <br /> amount from $361,200 to $444,600) to complete the design and prepare biddable <br /> construction documents and to extend the term of the agreement to December 31 , <br /> 2024. <br /> 2. Authorize the City Manager to execute the amendment to the professional services <br /> agreement. <br /> FINANCIAL STATEMENT <br /> The current Capital Improvement Program budget includes $5,670,776 to fund the <br /> design and construction of the Second Westbound Left-Turn Lane on Bernal Avenue at <br /> First Street and Sunol Boulevard Project, CIP No. 17556. This amendment and the <br /> original contract amounts will be charged to the project budget, leaving $5.2 million <br /> available to fund future construction costs. <br />
