<br />The City of Pleasanton recently concluded comprehensive water and
<br />recycled water cost of service studies. The goal of these studies is
<br />to assess each utility on a stand-alone basis and evaluate the cost to
<br />operate each system. These costs are recovered through each utilities’
<br />rates. The studies concluded that rate increases are necessary to support
<br />the increased costs of operating the City’s water, sewer, and recycled
<br />water systems. The rates posted in this notice reflect those increases. A
<br />complete listing of the proposed rate changes can also be found on the

<br />HOW TO SUBMIT A PROTEST:
<br />City Council welcomes the public to attend the September 19, 2023
<br />Public Hearing and submit public comments. However, only valid
<br />written letters will be counted as formal protests to the proposed City of
<br />Pleasanton water and sewer rate adjustment. To be valid, protests must:
<br />•Include a statement that the letter is a protest to the proposed
<br />Pleasanton Water and Sewer rates,
<br />•List the assessor’s parcel number, Pleasanton Utility Billing
<br />account number, or property address,
<br />•The person(s) submitting the protest shall be the Pleasanton
<br />Utility Billing Account Holder, and
<br />•State if the person(s) submitting the protest is the property
<br />owner and/or the Pleasanton Utility Billing account holder.
<br />Only one protest per property will be counted. Protest letters can be
<br />mailed or submitted in person before the close of the Public Hearing.
<br />Submissions by email or other electronic means will not qualify as valid
<br />written protests. The statute of limitations to challenge rates per Cal.
<br />Government Code (GC) §53759 is 120 days from effective date.
<br />Protests must be received at the address below by 5 p.m. on
<br />September 19, 2023 or delivered by person at the public hearing at
<br />the City Council Chambers at 3333 Busch Rd, Pleasanton before
<br />the close of the Public Hearing.

<br />BEING PROPOSED?
<br />Starting in 2019, an independent rate consultant, Raftelis Financial
<br />Consultant, prepared a Cost of Service Study to determine what rates
<br />are necessary to ensure there will be adequate funding to complete the
<br />City of Pleasanton’s planned capital improvement projects, maintain
<br />reserve funds, prepare for future State and Federal regulations,
<br />and cover the cost of operation, maintenance, construction, and
<br />improvement of the City’s infrastructure. The rates recommended by

<br />PUBLIC HEARING NOTICE
<br />Proposed Changes to Your Water, Sewer and Recycled Water Rates and Charges
<br />BACKGROUND
<br />The City is a water retailer that operates and maintains a water
<br />distribution system to deliver water to city residences and businesses
<br />for domestic and irrigation uses, as well as for other uses such as
<br />firefighting. Alameda County’s Zone 7 Water Agency is the Tri-Valley’s
<br />water wholesaler that procures water from the state and produces water
<br />from its regional wells, which it sells to Pleasanton and other Tri-Valley
<br />water retailers for distribution. Pleasanton is a unique retailer in that in
<br />addition to buying water from Zone 7, it also has an annual groundwater
<br />pumping quota of 3,500-acre feet from its own local wells. This 3,500-
<br />acre feet is approximately 20-25 percent of all water delivered within
<br />Pleasanton. The City does not own and operate a surface water treatment
<br />plant.
<br />In late 2022, the State Water Resources Control Board Division of
<br />Drinking Water (DDW) issued a General Order, requiring the City to
<br />perform testing in all groundwater wells beginning the first quarter of
<br />2023. The three groundwater wells that deliver 20 percent of the City’s
<br />water supply have not been in operation since November 2022 based on
<br />testing for per- and polyfluoroalkyl substances (PFAS). Since that time,
<br />the City has been purchasing 100 percent of its water supply through the
<br />Tri-Valley’s water wholesaler, Zone 7 Water Agency.
<br />DROUGHT RATES
<br />As part of the recent water rate study, current drought rates were
<br />reviewed and updated. The goal of drought rates is to have users pay for
<br />the cost of service for the utility to operate during a drought. There are
<br />currently 4 stages of drought rates. The proposed drought rates will have
<br />6 stages that will align with the Water Shortage Contingency Plan that is
<br />included in the City’s 2021 Urban Water Management Plan.
<br />The proposed drought rates include an bi-monthly water allotment of
<br />10 CcF that is exempt from drought rates for every customer class. For
<br />every customer, the drought rate for the first 10 CcF is $0.00, then any
<br />CcF above 10 units would be assessed the drought rates when such rates
<br />are activated by the City Council. Any usage above 10 CcF allotment
<br />will be charged the proposed drought rates which are in addition to the
<br />regular consumption rates. The proposed drought rates are calculated
<br />as a percent increase to all commodity rates and is shown in the tables
<br />below by each stage.
