PRSRT STD
U.S. POSTAGE
PAID
LIVERMORE, CA
PERMIT NO. 75
CITY OF PLEASANTON
P.O. Box 520
Pleasanton, CA 94566
PROPOSED RATE CHANGES
The City of Pleasanton recently concluded comprehensive water and
recycled water cost of service studies. The goal of these studies is
to assess each utility on a stand-alone basis and evaluate the cost to
operate each system. These costs are recovered through each utilities’
rates. The studies concluded that rate increases are necessary to support
the increased costs of operating the City’s water, sewer, and recycled
water systems. The rates posted in this notice reflect those increases. A
complete listing of the proposed rate changes can also be found on the
City website at www.PleasantonWater.com.
NOTICE OF PUBLIC HEARING
SEPTEMBER 19, 2023 | 7:00 P.M.
Remillard Room | 3333 Busch Rd, Pleasanton, CA 94566.
HOW TO SUBMIT A PROTEST:
City Council welcomes the public to attend the September 19, 2023
Public Hearing and submit public comments. Alameda County’s Zone 7 Water Agency is the Tri-Valley’s
water wholesaler that procures water from the state and produces water
from its regional wells, which it sells to Pleasanton and other Tri-Valley
water retailers for distribution. Pleasanton is a unique retailer in that in
addition to buying water from Zone 7, it also has an annual groundwater
pumping quota of 3,500-acre feet from its own local wells. This 3,500-
acre feet is approximately 20-25 percent of all water delivered within
Pleasanton. The City does not own and operate a surface water treatment
plant.
In late 2022, the State Water Resources Control Board Division of
Drinking Water (DDW) issued a General Order, requiring the City to
perform testing in all groundwater wells beginning the first quarter of
2023. The three groundwater wells that deliver 20 percent of the City’s
water supply have not been in operation since November 2022 based on
testing for per- and polyfluoroalkyl substances (PFAS). Since that time,
the City has been purchasing 100 percent of its water supply through the
Tri-Valley’s water wholesaler, Zone 7 Water Agency.
DROUGHT RATES
As part of the recent water rate study, current drought rates were
reviewed and updated. The goal of drought rates is to have users pay for
the cost of service for the utility to operate during a drought. There are
currently 4 stages of drought rates. The proposed drought rates will have
6 stages that will align with the Water Shortage Contingency Plan that is
included in the City’s 2021 Urban Water Management Plan.
The proposed drought rates include an bi-monthly water allotment of
10 CcF that is exempt from drought rates for every customer class. For
every customer, the drought rate for the first 10 CcF is $0.00, then any
CcF above 10 units would be assessed the drought rates when such rates
are activated by the City Council. Any usage above 10 CcF allotment
will be charged the proposed drought rates which are in addition to the
regular consumption rates. The proposed drought rates are calculated
as a percent increase to all commodity rates and is shown in the tables
below by each stage.
The proposed stages are shown in the table below:
Target
Reduction Stage 1 Stage 3 Stage 5Stage 2 Stage 4 Stage 6
2021 Plan ≤10%
(voluntary)
≤20%
(voluntary or
mandatory)
≤30%
(mandatory)
≤40%
(mandatory)
≤50%
(mandatory)
>50%
(mandatory)
Si
n
g
l
e

F
a
m
i
l
y
Re
s
i
d
e
n
t
i
a
l
FY
2024
$0.64
$0.75
$0.81
$0.84
$0.64
$0.65
$0.65
$0.75
FY
2025
$0.77
$0.90
$0.98
$1.01
$0.77
$0.78
$0.78
$0.90
FY
2026
$0.87
$1.01
$1.10
$1.14
$0.87
$0.88
$0.88
$1.01
Drought Stage 1
Tier 1
Tier 2
Tier 3
Tier 4
Multi-Family Residential
Commercial
Industrial
Irrigation
Si
n
g
l
e

F
a
m
i
l
y
Re
s
i
d
e
n
t
i
a
l
FY
2024
$1.60
$1.86
$2.02
$2.10
$1.59
$1.63
$1.63
$1.87
FY
2025
$1.92
$2.24
$2.43
$2.52
$1.91
$1.96
$1.96
$2.25
FY
2026
$2.16
$2.51
$2.73
$2.83
$2.14
$2.20
$2.20
$2.52
Drought Stage 2
Tier 1
Tier 2
Tier 3
Tier 4
Multi-Family Residential
Commercial
Industrial
Irrigation
Si
n
g
l
e

F
a
m
i
l
y
Re
s
i
d
e
n
t
i
a
l
FY
2024
$2.95
$3.45
$3.73
$3.89
$2.94
$3.01
$3.01
$3.46
FY
2025
$3.54
$4.14
$4.48
$4.67
$3.53
$3.62
$3.62
$4.16
FY
2026
$3.97
$4.64
$5.02
$5.24
$3.96
$4.06
$4.06
$4.66
Drought Stage 3
Tier 1
Tier 2
Tier 3
Tier 4
Multi-Family Residential
Commercial
Industrial
Irrigation
FY
2024
$5.28
$6.16
$6.67
$6.96
$5.26
$5.38
$5.38
$6.18
FY
2025
$6.34
$7.40
$8.01
$8.36
$6.32
$6.46
$6.46
$7.42
FY
2026
$7.11
$8.29
$8.98
$9.37
$7.08
$7.24
$7.24
$8.32
Drought Stage 4
Tier 1
Tier 2
Tier 3
Tier 4
Multi-Family Residential
Commercial
Industrial
Irrigation
Si
n
g
l
e

F
a
m
i
l
y
Re
s
i
d
e
n
t
i
a
l
FY
2024
$9.92
$11.58
$12.54
$13.08
$9.89
$10.12
$10.12
$11.62
FY
2025
$11.91
$13.90
$15.05
$15.70
$11.87
$12.15
$12.15
$13.95
FY
2026
$13.34
$15.57
$16.86
$17.59
$13.30
$13.61
$13.61
$15.63
Drought Stage 5
Tier 1
Tier 2
Tier 3
Tier 4
Multi-Family Residential
Commercial
Industrial
Irrigation
Si
n
g
l
e

F
a
m
i
l
y
Re
s
i
d
e
n
t
i
a
l
FY
2024
$14.91
$17.41
$18.84
$19.66
$14.85
$15.21
$15.21
$17.46
FY
2025
$17.90
$20.90
$22.61
$23.60
$17.82
$18.26
$18.26
$20.96
FY
2026
$20.05
$23.41
$25.33
$26.44
$19.96
$20.46
$20.46
$23.48
Drought Stage 6
Tier 1
Tier 2
Tier 3
Tier 4
Multi-Family Residential
Commercial
Industrial
Irrigation
Si
n
g
l
e

F
a
m
i
l
y
Re
s
i
d
e
n
t
i
a
l
DRAFT
ATTACHMENT 2
