BACKGROUND
The Pleasanton Pioneer Cemetery was acquired by the City of Pleasanton in 2007 and
represents an important piece of Pleasanton history for the community. The City has
invested time and resources to repair and improve the site, and in 2014 adopted a
Master Plan to further guide these efforts. To date, the City has implemented four
significant phases of improvements resulting in increased value of plots in the PPC as
well as increased maintenance costs.
As a result of a major storm in March 2023, six Eucalyptus globulus (Blue Gum) trees
fell on the cemetery hillside and the storage/staging area. Additionally, a seventh tree
was compromised and the large Eucalyptus globulus tree along the cemetery frontage
on Sunol Boulevard required pruning or possible removal to reduce the weight of the
tree over the street. Emergency tree services were required to clear the cemetery to
accommodate pending burials, and to allow removal and replacement work to begin on
the damaged storage/staging area.
At its April 18, 2023 meeting, City Council approved creating the new Cemetery Repairs
and Renovations project and allocated $75,000 from the Pioneer Cemetery Master Plan
Implementation Reserve to the Cemetery Repairs and Renovations Project to complete
the emergency tree work.
DISCUSSION
On completion of the tree work, the cemetery resumed normal operations. Work is now
required to restore the cemetery to its prior condition. The cemetery fence, irrigation,
and landscaping near the storage area are all in need of repair. Additionally, the storage
shed was damaged beyond repair and requires removal and replacement. Repair and
replacement of the decomposed granite paths is also necessary due to the high level of
rain and wind experienced during this past winter and spring.
Staff recommends the allocation of $72,000 from the Cemetery Master Plan
Implementation Reserve to the Cemetery Repairs and Renovations Project to make
these identified repairs:
• $26,656 for fence repair
• $20,000 estimated for irrigation and landscape repair
• $6,725 for decomposed granite path repair and replacement
• $12,000 estimated for storage/staging area removal and replacement
0 $6,619 for a 10 percent contingency.
Submitted by: Fiscal Review: Approved by:
Heidi Murphy Susan Hsieh Gerry Beaudin
Director of Finance Director City Manager
Library and Recreation
