Seven bids were received,
ranging from the low bid amount of$470,470 from Doolittle Construction, LLC (DBA as
Doolittle Road Construction) to $561 ,858. The low bid is six percent lower than the
Engineer's Estimate of $500,000 (see Attachment 3). Past work performed by Doolittle
Construction, LLC was verified to be satisfactory. Staff recommends awarding the
construction contract to the lowest responsible bidder, Doolittle Construction, LLC.
Consultant/Specialty Services:
Consulting services for materials testing will be provided under the City's existing on-call
materials testing contracts. The testing services are required to provide specialty testing
of the material and placement of the slurry seal in conformance with the City's Quality
Assurance Program for slurry seal. The testing costs are estimated at $18,000.
Budget
This annual project is funded as part of the FY 2022/23 CIP, with a programmed
amount of $625,000. The total anticipated expenditure is $535,754, including project
contingency, testing services, and advertising. Funding includes the use of $100,000 of
Measure BB local streets and roads funds. The funding and anticipated project
expenditures are detailed in Attachment 1.
The balance of funds remaining following completion of this project will be transferred to
the 2023 Streets Preventative Maintenance Project, CIP No. 23570, during the contract
award for that project. The transferred funding will cover a portion of the preparatory
base repair and crack sealing work associated with this project.
Schedule
The start of construction will begin in September after the completion of the preparatory
base repair and crack sealing work that is part of the upcoming 2023 Streets
Preventative Maintenance Project, CIP No. 23570. The September start also will ensure
that the material is being placed down during the most ideal temperature conditions.
