BACKGROUND <br /> On July 1, 2020, a Professional Services Agreement with Townsend Public Affairs for <br /> legislative advocacy services was entered into for an amount not to exceed $30,000 <br /> over the initial one-year period. The First Amendment to the agreement extended the <br /> term by two years to June 30, 2023, and increased the contract by $60,000 for a total <br /> amount not to exceed $90,000. The Second Amendment increased the contract by an <br /> additional $30,000 for a total not to exceed amount of$120,000. As allowed by the <br /> City's purchasing policy, the agreement term is being extended two years for a total of a <br /> five-year contract. In addition, funding of$30,000 for each of the additional years is <br /> being added for a total of$60,000 and a not to exceed amount of$180,000. <br /> DISCUSSION <br /> The agreement is being amended to extend the term and compensation to assist the <br /> City with a variety of ongoing tasks related to the City's legislative advocacy efforts and <br /> in seeking federal and state grants to mitigate the cost of PFAS mitigation efforts. <br /> Townsend Public Affairs provide support to the City through a variety of advocacy <br /> efforts such as assistance with writing letters and crafting amendment language for bills, <br /> meeting regularly with State and Federal representative to share the City's adopted <br /> Legislative Framework and provide awareness of key concerns facing the City, testifies <br /> at committee hearings on behalf of the City regarding bills of interest, and coordinates <br /> and facilitates meetings with State and Federal representatives for City staff and for the <br /> Mayor. <br /> Townsend Public Affairs has successfully assisted the City in scheduling advocacy and <br /> awareness meetings with state and fedreal legislators and in securing federal funding, <br /> including through Representative Swalwell's Community Project funding requests for <br /> fiscal year 2023 with $2 million to assist with PFAS mitigation efforts. Additionally, <br /> Representative Swalwell selected the Interstate 680 Interchange project for fiscal year <br /> 2024 with $2 million which is currently working its way through the legislative process in <br /> Washington DC.
