Receive information regarding the City of Livermore Municipal Airport and the draft leasing and <br /> Development Policy <br /> Recommendation: Receive information regarding the Livermore Municipal Airport and the draft <br /> Leasing and Development Policy. <br /> Becky Hopkins, Assistant to the City Manager, provided information and responded to questions. <br /> Mayor Brown opened public comment. The following individuals provided comment: Sharon <br /> Piekarski, Jon Krueger, David Fiala, Donna Cabanne, Anurag Jain, and Sunil Hariani. <br /> Mayor Brown closed the public comment. <br /> The City Council provided their feedback to staff to draft a comment letter which will be sent to the <br /> City of Livermore regarding the Livermore Municipal Airport. <br /> Mayor Brown called a recess at 9:07 p.m. and reconvened at 9:16 p.m. <br /> 22. Continued to a future meeting —Adopt a resolution amending the adopted Land Use Element <br /> and 2023-2031 (6th Cycle) Housing Element of the General Plan in response to comments from <br /> the State Department of Housing and Community Development <br /> Recommendation: <br /> 23. Previously item 11 —Adopt a resolution adopting the two-year Operating and Capital Budget for <br /> Fiscal Years 2023/24 and 2024/25, the four-year Capital Improvement Program for Fiscal Years <br /> 2023/24 through 2026/27, and the revised reserve policy <br /> Recommendation: Waive the full reading and adopt Resolution No. 23-1397 which will: <br /> 1. Adopt the two-year Operating and Capital Budget for FYs 2023/24 and 2024/25; <br /> 2. Approve the four-year CIP for FYs 2023/24 through 2026/27; and <br /> 3. Adopt the revised reserve policy. <br /> Susan Hsieh, Director of Finance, presented the item. <br /> Mayor Brown opened public comment. The following individuals provided comment: Arne Olsen, <br /> Vicki La Barge, Doug Miller, Brian and Christine Bourg, Linda Garbarino, Andrew Lambert, <br /> Tadashi Yamaoda, Sam Isola, Ben, Cheryl Cook-Craig. <br /> Mayor Brown closed the public hearing. <br /> MOTION: It was m/s by Arkin/Testa to adopt the resolution and approve the item as <br /> recommended.
