RESOLUTION NO. 23-1397 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, ADOPTING <br /> THE FY 2023/24 AND FY 2024/25 OPERATING AND CAPITAL BUDGET, CAPITAL <br /> IMPROVEMENT PROGRAM FOR FY 2023/24 THROUGH FY 2026/27, AND RESERVE <br /> POLICY <br /> WHEREAS, biannually the City Council adopts a two-year operating and capital budget and <br /> approves a four-year capital improvement program; and <br /> WHEREAS, at a public meeting on June 6, 2023, staff presented a report regarding the <br /> recommended Operating and Capital Budget for FY 2023/24 and FY 2024/25, and the Capital <br /> Improvement Program for FY 2023/24 through 2026/27. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Adopts the FY 2023/24 and FY 2024/25 Operating Budget provided in <br /> Exhibit A. <br /> SECTION 2. Adopts the FY 2023/24 and FY 2024/25 Capital Budget and approves the <br /> Capital Improvement Program for FY 2023/24 through FY 2026/27 provided in Exhibit B. <br /> SECTION 3. Adopts the revised reserve policy provided in Exhibit C. <br /> SECTION 4. Authorizes the City Manager to reclassify positions as necessary, provided <br /> that the resulting cost increase is less than ten percent and this increase is offset with <br /> corresponding ongoing reductions in requesting department's personnel and/or non-personnel <br /> budget or increase in ongoing revenues, resulting in net zero fiscal impact. <br /> SECTION 5. Authorizes the City Manager to augment transfer budget related to subsidies <br /> provided by the General Fund to other funds for various programs, such as senior and low-income <br /> household discounts for Water and Sewer utility services, if actual subsidies are higher than the <br /> amounts approved as part of the budget. <br /> SECTION 6. This resolution shall become effective upon adoption. <br /> SECTION 7. City Clerk shall certify to the passage of this resolution and enter it into the <br /> book of original resolutions. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a <br /> regular meeting held on June 6, 2023. <br /> I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on June 6, 2023, by the <br /> following vote: <br /> Ayes: Councilmembers Arkin, Nibert, Testa, Mayor Brown <br /> Noes: Councilmember Balch <br /> Absent: None <br /> Abstain: None <br /> {Signatures to follow on next page} <br />
