This is allowable under the Franchise Agreement; <br /> however, there is a risk of\employing the cap currently as the carry-forward funds would <br /> go to rate period seven which is a cost-based rate adjustment year, and it is uncertain <br /> how much the rates may increase based on actual costs as there are several factors, <br /> including fuel and labor markets, which continue to increase. <br /> Additionally, both PGS and the City continue to implement SB 1383 and there is a <br /> potential for additional operating costs as well as the cost of implementing camera <br /> technology on collection vehicles and addition of a new organics route which could <br /> impact rates. If these costs are realized in rate period seven, it represents an estimated <br /> one-time cost of $125,000 and ongoing costs totaling $430,000, with the total SB 1383 <br /> implementation costs for rate period seven at $555,000, which represents a 1.62 <br /> percent increase for rate period seven.
