ATTACHMENT 3 <br /> The following factors and evidence for suitability for housing development during the planning <br /> period were used as the basis for selecting the various sites, including non-vacant sites that <br /> allow residential development and non-vacant sites to be re-zoned, suitable to accommodate <br /> lower-income housing. In each case, the City finds that there is substantial evidence that the <br /> existing use is likely to be discontinued during the planning period and therefore does not <br /> constitute an impediment to additional residential development during the period covered by <br /> the Housing Element: <br /> 1. Parcels not Examined for Suitability. Sites with existing uses that were not likely to be <br /> discontinued during the planning period were eliminated from further consideration and not <br /> examined for suitability including but not limited to: <br /> a) Parcels in residential zones, developed with single family homes (except where <br /> potential for redevelopment existed based on degree of utilization relative to allowable <br /> density), condominiums, rental apartments, or mobile homes. <br /> b) Parcels in Open Space Districts, subject to conservation easements or similar use <br /> restrictions, or the provisions of hillside and ridgeline protection Measures PP/QQ. <br /> c) Parcels with known historic resources, within resource management areas (e.g., parcels <br /> owned by Zone 7) or known to have designated habitats or other environmental <br /> constraints. <br /> d) Parcels with recently entitled or constructed commercial projects. <br /> e) Parcels with unique land uses such as City and regional parks, schools, government <br /> offices (except where an agency indicated such use is proposed to be discontinued), <br /> police/fire stations, library, sewage treatment plant, railways, right-of-way, waterways, or <br /> utilities. <br /> f) Parcels less than 0.5 acres in size. <br /> g) Parcels with buildings developed after 1980, with limited exceptions. <br /> 2. All remaining parcels were examined for suitability, and the following categories of sites <br /> determined suitable for inclusion in the inventory for lower-income housing, based on facts <br /> enumerated in Exhibit A3 of City Council Resolution No. 23-1358 and following additional facts <br /> and evidence: <br /> 2 <br />
