RECOMMENDATION <br /> Recommendation of the Bicycle, Pedestrian, and Trails Committee <br /> Staff presented this item to the Bicycle, Pedestrian, and Trails Committee (BPTC) on <br /> April 24, 2023. Eight regular members of the BPTC were present, as well as two <br /> members of the public. The BPTC discussed restrictions on e-bikes by class; safety <br /> concerns of allowing e-bikes on all bike paths and trails, particularly as it relates to <br /> children; limiting e-bikes to their designed use (e.g., not over-loaded); only allowing e- <br /> bikes in specified trails and parks; signage to inform the public; speed limit for all bikes — <br /> not just e-bikes; bikes on sidewalks; regulations for motorized scooters; and <br /> enforcement concerns. The BPTC voted to recommend the City Council adopt staff's <br /> recommendation. <br /> Recommendation of Parks and Recreation Commission <br /> The Parks and Recreation Commission considered this item at its meeting on May 11, <br /> 2023. In attendance were five commissioners and one member of the public. The <br /> commission discussed the need to regulate e-bikes due to their widespread use; how <br /> neighboring jurisdictions are regulating e-bikes, if at all; public safety and the <br /> appropriateness of setting a speed limit; and whether different classes of e-bikes have <br /> identifiable markings.
