LIVEI rRE LEASING PRACTICES <br /> 2. LEASING PRACTICES <br /> The leasing practices set forth in this section are summarized in Appendix 7.4. Note: procedures and <br /> timelines stated herein are recommended and may be adjusted by the City Manager who has the capacity <br /> to recommend alternate timelines to meet demands of the project based on complexity and good faith effort <br /> of the Developer. <br /> 2.1. Expression of Interest <br /> Unsolicited Interest—Interested parties may approach the City to express unsolicited interest in developing <br /> (or redeveloping)aeronautical or non-aeronautical land and/or Improvements at the Airport.All unsolicited <br /> interest in development(or redevelopment) will be directed to the Inter-Departmental Staff Review Team <br /> (IDSRT), through the Airport Manager. The IDSRT will include the Airport Manager, the Director of <br /> Public Works,and representatives from the Community Development Department,City Manager's Office <br /> and City Attorney's Office. <br /> The interested party shall initiate the process by contacting the Airport Manager in writing(via email or <br /> mail)and requesting a pre-submittal meeting with the IDSRT to discuss the proposal concept.This meeting <br /> will provide the interested party with the opportunity to discuss the proposed operation, layout plan, uses, <br /> and development concept(s). This meeting also provides the opportunity for the interested party to obtain <br /> general comments regarding the feasibility of the proposal concept and identify potential issues,problems, <br /> or challenges. <br /> At the IDSRT's discretion,additional meetings may be requested with the interested party to further discuss <br /> the proposal concept,along with additional supporting information or documentation. <br /> The IDSRT will evaluate all proposals based on the Goal, Objectives, and Development Priorities <br /> established in Section 1.2, including Resolution 2010-058, and in conformance with the General <br /> Requirements set forth in Section 1.6.An evaluation form is included in Appendix 7.5. <br /> Following the initial meeting(s) with the interested party and submission of any supporting information, <br /> the IDSRT,through the Airport Manager will,within sixty(60)calendar days,provide written rejection of <br /> the unsolicited proposal concept in conformance with Section 2.9, or request the entity submit a formal <br /> Commercial Operator and Lessee Application(Application)as discussed in Section 2.2. In the alternative, <br /> the City reserves the right to proceed with a Competitive Proposal Process as described in this Section(City <br /> Initiative). <br /> City Initiative — If Airport land and/or Improvements exist or become available, in the City's sole <br /> discretion, the City may issue a Request for Interest (RFI), Request for Qualifications (RFQ), and/or a <br /> Request for Proposal(RFP). <br /> ➢ Guidelines for development of the RFI/RFQ/RFP document are provided in Appendix 7.6. <br /> ➢ The City may advertise the RFI/RFQ/RFP opportunity.Advertising Guidelines are provided in <br /> Appendix 7.7. <br /> ➢ The RFI/RFQ/RFP will specifically include as evaluation criteria the Goal, Objectives, and <br /> Development Priorities established in Section 1.2,including Resolution 2010-058,and General <br /> Requirements set forth in Section 1.6. <br /> The City may, in its sole discretion, hold a pre-proposal meeting with interested parties to: (a)discuss the <br /> RFI/RFQ/RFP opportunity,document,and/or related processes,(b)conduct a tour of the Airport and/or the <br /> Leasing and Development Policy 7 <br /> City of Livermore, Livermore Municipal Airport <br />
