Lease/Development Proposal Evaluation Form <br /> It is the goal of the City to ensure Airport property is leased and developed in a high-quality manner consistent <br /> with sound fiscal management and best operational practices while ensuring the provision of essential <br /> infrastructure, Improvements, and amenities that support the overall operation of the Airport. The City has <br /> established the following objectives to help achieve this goal. <br /> Please provide a detailed description as to how the proposed development/redevelopment meets the following <br /> objectives: <br /> ➢ Environmental— Establish sustainable development practices to conserve natural resources <br /> and minimize adverse impacts on the environment. <br /> • Social — Maintain and enhance a compatible relationship between the Airport and the <br /> surrounding community, including noise. <br /> ➢ Function — Encourage imaginative and innovative development of land and Improvements <br /> consistent with the Airport's Minimum Standards for Commercial Aeronautical Activities <br /> (Minimum Standards)and the existing development of the Airport. <br /> ➢ Visual — Establish high-quality standards for architectural and landscape design and <br /> construction. <br /> ➢ Economic—Preserve property values, enhance investments, and ensure the Airport is as self- <br /> sustaining as possible consistent with the Federal Aviation Administration (FAA) Airport <br /> Sponsor Assurances. <br /> The above objectives reflect the Airport Development Priorities established by the Livermore City Council in <br /> 2010 through Resolution number 2010-058, a copy of which is attached in Appendix 7.1. The above Goal, <br /> and Objectives, and Development Priorities established in Resolution 2010-058, will be used as criteria for <br /> evaluating proposals for Airport land lease/development,as further explained in this document. <br /> General Requirements <br /> All development, improvement, renovation, or landscaping shall comply with the Airport Layout Plan, <br /> Minimum Standards, 14 Code of Federal Regulations(CFR)Part 77 Safe, Efficient Use, and Preservation of <br /> the Navigable Airspace, and/or other Legal Requirements. Notwithstanding any other provisions of this <br /> Policy, land and/or Improvements shall not be developed or used in such a manner as to: <br /> ➢ interfere with aircraft communication or navigation equipment, <br /> ➢ adversely impacts the visibility of airport lighting and/or signage, <br /> ➢ impairs the visibility of aircraft crew members or Air Traffic Control (ATC)personnel;or <br /> ➢ otherwise endangers or adversely impacts the arrival,departure,or maneuvering of aircraft. <br /> Please provide a detailed description as to how the proposed development/redevelopment meets the above <br /> general requirements. <br /> Leasing and Development Policy 39 <br /> City of Livermore, Livermore Municipal Airport <br />
