THE CITY OF GEOLOGIC HAZARD ABATEMENT <br /> DISTRICT AGENDA REPORT <br /> PLEASANTON. <br /> May 16, 2023 <br /> Engineering <br /> TITLE: ADOPT RESOLUTIONS APPROVING THE ENGINEER'S REPORTS <br /> FOR THE GEOLOGIC HAZARD ABATEMENT DISTRICTS FOR <br /> LAUREL CREEK, MOLLER RANCH, LEMOINE RANCH, AND OAK <br /> TREE FARM; DECLARING THE BOARD'S INTENTION TO ASSESS <br /> THE PROPERTIES FOR THE COST TO OPERATE AND MAINTAIN <br /> THE DISTRICTS; SETTING JUNE 20, 2023, AT 6:55 P.M., AS THE <br /> DATE AND TIME FOR THE PUBLIC HEARING; AND AUTHORIZING A <br /> CONTRACT AMENDMENT WITH THE CITY'S GHAD CONSULTANT <br /> SUMMARY <br /> A Geologic Hazard Abatement District (GHAD) is a property assessment district that is <br /> formed to fund annual geologic and storm drainage infrastructure monitoring, to perform <br /> annual maintenance and to repair slope stabilization infrastructure, significant landslides <br /> or other geologic movement, should it occur within the District. Each district is defined <br /> by a geographic boundary. The source of funding for GHADs is an annual tax <br /> assessment from each property within the District. <br /> There are four GHADs within the city of Pleasanton, all located on the west side of <br /> Foothill Road (listed from north to south): Laurel Creek, Moller Ranch, Lemoine Ranch, <br /> and Oak Tree Farm. <br /> This report proposes assessments to be levied on properties within each of the four <br /> GHADs for the upcoming tax year 2023-24. It is recommended that all GHADs have <br /> their annual assessment increased by the allowable two percent. <br /> This report also proposes a contract amendment with the City's GHAD consultant, <br /> ENGEO, Inc., to provide funds for the design of a landslide repair within Laurel Creek as <br /> a result of winter rain. <br /> RECOMMENDATION <br /> 1. Convene as the Board of Directors for the Laurel Creek, Moller Ranch, Lemoine <br /> Ranch, and Oak Tree Farm GHADs. <br /> 2. Adopt a resolution approving the Engineer's Reports for each GHAD; approving and <br /> declaring the Board's intention to assess the properties within the GHADs for the <br /> costs to operate and maintain the infrastructure. <br /> 3. Set June 20, 2023, at 6:55 p.m. as the date and time of the public hearings for the <br /> Board to hear protests concerning the proposed assessments. <br /> 4. Direct the Clerk of the District to mail a notice of the public hearings to the owners of <br /> real property located within each GHAD. <br />
