Additional changes made in response to HCD's April 10 Letter: <br /> • Add statements of affirmative owner interest for Area 7 (Hacienda Terrace) and <br /> Area 8 (Muslim Community Center) to demonstrate potential for re-development <br /> with residential uses. Reflected in Appendix B. <br /> • Add information and details about the projected timing for disposition and <br /> development of the PUSD sites (Areas 27 and 28) and BART site. Reflected in <br /> Appendix B. <br /> • Add description of environmental constraints (e.g., contamination) relative to <br /> housing sites. Reflected in Appendix B and Appendix C. <br /> • Expand infrastructure discussion in Appendix C related to water supply as a <br /> potential development constraint including discussion of the City's Water Supply <br /> Assessment and its findings, as well as elaboration regarding diminished well <br /> use due to PFAS, and refinement of Programs 4.4 (Infrastructure Deficiencies) <br /> and 4.5 (Water Supply) to update information on water supply strategies being <br /> explored by the City. Reflected in main document on pages 50-52, Appendix B, <br /> and Appendix C. <br /> • Add milestones and timelines to Program 1.10 (Annexations) to better track <br /> progress as implementation begins. Reflected in main document on page 32. <br /> • Create a new program, Program 7.6, to promote housing choices and <br /> affordability in lower density areas including facilitating housing on religious <br /> institution/faith-based sites. Reflected in main document on page 66 and <br /> Appendix F. <br /> • Expand Program 1.7 (Large Sites) to promote feasibility for achieving the lower- <br /> income RHNA, by including consideration of additional incentives. Additionally, <br /> provide flexibility with respect to subareas delineated for housing development <br /> within such large sites. [See additional discussion below]. Reflected in main <br /> document on pages 28-29 and Appendix B. <br /> • Modify Program 4.8 (Streamlined Review) to suspend implementation of existing <br /> General Plan Land Use Element Policy 11 that requires public amenities/benefits <br /> to be negotiated when a project exceeds the average or mid-point density. [See <br /> additional discussion below]. Reflected in the main document on page 53 and <br /> Appendix C. <br /> Most of the changes reflect relatively minor changes to add or clarify information, modify <br /> implementation timelines, or provide additional support and evidence with respect to the <br /> viability of development of certain sites as requested by HCD. However, two of the <br /> revisions reflect more substantive changes, and are described in detail below. <br /> Program 1.7 (Large Sites) Reflected in main document on pages 28-29 and Appendix <br /> B: This program has been revised in response to comments from HCD, asking the City <br /> to improve and strengthen the program so as to more directly facilitate the development <br /> Page 4 of 7 <br />
