LIVER-LURE INTRODUCTION <br /> 1. INTRODUCTION <br /> 1.1. Purpose <br /> The purpose of the City of Livermore (City) Leasing and Development Policy (Policy) is to set forth <br /> processes and procedures to evaluate and approve or reject proposals related to the leasing and/or <br /> development (including construction, modification, and/or renovation) of aeronautical and non- <br /> aeronautical land and/or Improvements within the legal boundaries of the current Airport Layout Plan <br /> (ALP) for the Livermore :Municipal Airport (Airport). This Policy establishes leasing protocols and <br /> requirements for attractive,high-quality,consistent,compatible,and sustainable development that protects <br /> persons and Property with an over-arching goal of improving the Airport for the betterment of the City, <br /> Airport Tenants,Airport users,and the community. <br /> 1.2. Goal,Objectives,and Development Priorities <br /> It is the goal of the City to ensure Airport property is leased and developed in a high-quality manner consistent <br /> with sound fiscal management and best practices while ensuring the provision of essential infrastructure, <br /> Improvements,and amenities.The City has established the following objectives to help achieve this goal. <br /> Y Environmental—Establish sustainable development practices to conserve natural resources <br /> and features to minimize adverse impacts on the environment. <br /> r Social — Maintain and enhance a compatible relationship between the Airport and the <br /> surrounding community. <br /> Y Function — Encourage imaginative and innovative development of land and Improvements <br /> consistent with the Airport Master Plan, Airport's Minimum Standards for Commercial <br /> Aeronautical Activities(Minimum Standards),and the existing development of the Airport. <br /> ➢ Visual — Establish high-quality standards for architectural and landscape design and <br /> construction. <br /> D Economic—Preserve property values,enhance investments,and ensure the Airport is as self- <br /> sustaining as possible consistent with the Federal Aviation Administration (FAA) Airport <br /> Sponsor Assurances. <br /> The above objectives reflect the Airport Development Priorities established by the Livermore City Council in <br /> 2010 through resolution number 2010-058,a copy of which is attached in Appendix 7.1.The above Goal,and <br /> Objectives, and Development Priorities established in resolution 2010-058, will be used as criteria for <br /> evaluating proposals for Airport land lease/development,as further explained in this document. <br /> 1.3. Definitions and Acronyms <br /> The terms defined in Appendix 7.2 or acronyms outlined in Appendix 7.3 and identified by use of a capital <br /> letter, whenever used in this Policy, shall be construed as defined therein unless (from the context) a <br /> different meaning is intended or unless a different meaning is specifically defined. Words or phrases that <br /> are not defined shall be construed consistent with common meaning or as generally understood. <br /> L4. Compliance <br /> Entities who desire to lease,construct,modify,and/or renovate aeronautical or non-aeronautical land and/or <br /> Improvements at the Airport shall comply with this Policy and any federal, State of California(State), or <br /> City laws,codes,ordinances,and other applicable Legal Requirements. <br /> 1.5.
