BACKGROUND <br /> In 1990, the California State Legislature enacted legislation allowing for the creation of <br /> county-based vehicle service authorities, pursuant to the provisions of Section 22710 <br /> VC. In 1993, the Alameda County Abandoned Vehicle Abatement Authority (Alco AVA) <br /> was formed and imposed a $1 annual vehicle registration fee on vehicles registered to <br /> an owner with an address in Alameda County. <br /> Municipal agencies within the County may participate in revenue-sharing when <br /> authorized by the governing body. Reimbursement allowances are determined by a <br /> combination of a member agency's population, geographical size, and the number of <br /> abandoned vehicles abated by the agency. <br /> The City has participated in the Alco AVA since 1993 and, currently receives quarterly <br /> revenue payments from the program as reimbursement for staff time and resources <br /> spent on abandoned vehicle abatement. <br /> DISCUSSION <br /> In Fiscal Year 2021/2022, the City reported the abatement of 45 vehicles through the <br /> program and received $37,622 in reimbursements. Over the first three quarters of the <br /> current fiscal year, the City has received $20,484. <br /> Every 10 years, participating agencies must obtain approval from their governing body <br /> to continue participation as a member of the Alco AVA.
