BACKGROUND <br /> As City staff is responsible for sweeping of all 217 miles of roadways owned and <br /> maintained by the City as well as all City parking lots, staff is requesting approval to <br /> purchase a street sweeper vehicle to replace the current 1996 street sweeper Unit <br /> #231. The standard useful lifespan of a street sweeper is between 7-10 years. Based on <br /> this, cities, counties and municipalities replace street sweepers every 6-10 years. <br /> The current unit is a 27-year-old 1996 Isuzu Tymco Street Sweeper with 8,114 miles, <br /> 3,962 hours. Over the past three years the city has spent $18,806 on maintenance. <br /> Additionally, the aftermarket retrofit exhaust system is problematic and parts are hard to <br /> get as the manufacturer of this retrofit exhaust system is no longer in business. The <br /> secondary AUX sweeper drive engine is CARB non-complaint and without any retrofit. <br /> DISCUSSION <br /> The replacement unit is a new Schwarze Model M4 Cascade Twin Engine unit fully <br /> equipped with up-to-date safety equipment and an articulating loader which is needed <br /> for City operations. The proposed purchase includes dealer preparation and delivery <br /> inspection, as well as training at the customer's work site location. The unit to be <br /> purchased has a Tier 4 final California Air Resource Board (CARB)-rated engine, which <br /> is the most up-to-date engine in the industry. <br /> Sourcewell (formerly known as NJPA) was established with the statutory purpose to <br /> assist public agencies in meeting specific needs which are more efficiently delivered <br /> cooperatively than by an entity individually. Jurisdiction clients can utilize cooperative <br /> purchasing contracts through similar joint powers, intergovernmental cooperation, or <br /> cooperative purchasing laws in their respective jurisdictions. Participating agencies <br /> include all eligible government, education, and nonprofit agencies nationwide and in <br /> Canada. This purchasing method complies with the City's Purchasing Policy. The <br /> purchase price of the street sweeper is $309,994 and staff is recommending a 15 <br /> percent contingency of$46,499 bringing the total to $356,493. The purchase of the new <br /> street sweeper is recommended to be bought through the Sourcewell contract # <br /> 093021-SWZ. <br /> Page 2 of 3 <br />
