State law requires a proponent to furnish the Attorney
General's Office with the complete text of a proposed initiative measure for preparation of
an official title and summary. The proposed measure must be submitted with required
certifications, and a $2,000 filing fee, which is refunded if the measure qualifies for an
election ballot. By law, the Attorney General's title and summary may not exceed 100
words. After preparation, the title and summary are submitted with the proposed initiative
measure to the Secretary of State.
The Our Neighborhood Voices draft initiative
Our Neighborhood Voices has prepared the text of the proposed law (initiative draft). See
Exhibit A for the draft initiative language. Once the Attorney General's Office receives a
request for official title and summary, the Office will post the proposed initiative measure
on its website and facilitate a 30-day public review process during which any member of
the public may submit written public comments to the Attorney General's Office via its
website. These public comments will be shared with the initiative proponents.
At the writing of this memo, the Office of the Attorney General has not posted on its
website an official title and summary for the Our Neighborhood Voices
(https://oag.ca.gov/initiatives/active-measures)
Resolution to support the initiative draft
Per the City Council's request during Matters Initiated, City staff has prepared a draft
resolution in support of the draft initiative by our Neighborhood Voices (see Exhibit B).
Exhibits:
A.
