City of Pleasanton Operating Budget • FY 2023/24 - FY 2024/2539 <br />Special Revenue Funds <br />Lower Income Housing Fund <br />The Lower Income Housing Fund receives revenue from an affordable housing in-lieu fee assessed <br />at the time of a commercial or residential development in the city. The Fund is utilized to provide <br />financial assistance toward meeting the affordable housing guidelines detailed in the Housing <br />Element of the City’s General Plan. Individual project expenditures are determined by the City <br />Council on a case-by-case basis. <br />Recycling and Waste Management Fund <br />Funds from the Alameda County Waste Reduction and Recycling Initiative (Measure D) will be <br />used to expand recycling programs and education over the next two years. Programs will include <br />environmental education awareness programs at school sites, annual electronic waste events, <br />food scrap recycling, large special event recycling and education on current programs. Measure <br />D funds have been primarily used for the weekly green waste and food scrap program over the <br />recent years. <br />Internal Service Funds <br />Internal Service Funds are used as a method to allocate certain internal costs to operating <br />departments as a cost allocation tool. The City has twenty Internal Service Funds, including: <br />• Risk Management (1) <br />• Workers Compensation (2) <br />• Employee Benefits (2) <br />• Retiree Medical Reserve (2) <br />• Public Art Acquisition (1) <br />• Replacement & Renovation (12) <br />In accordance with adopted financial policies and the General Plan, the City maintains twelve <br />Replacement and Renovation Funds. The purpose of these funds is to provide ongoing replacement <br />of City assets; equipment, vehicles, street lights and traffic lights, and to make major repairs and <br />renovations to facilities, parks, medians and citywide tree trimming in order to extend the lives of <br />these assets. <br />Adopted financial policies call for the establishment and maintenance of reserves, including major <br />maintenance and renovations of buildings, parks, and medians. This is accomplished by assessing <br />operating programs an annual charge pursuant to a 20-30 year funding plan based on the asset <br />replacement cost and estimated life of the capital asset. The upcoming Asset Management <br />Plan project will integrate the City’s master plans for the overall management of all the City’s <br />infrastructure and capital assets. This Plan will aid in the regular update of the 10-year Infrastructure <br />Plan and Repair & Replacement Plan. <br />All Other Operating Funds <br />Projected revenues and expenditures for all other Operating Funds, including Trust Funds, are <br />contained in the body of the budget document.
