RESOLUTION NO. 23-1386 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING <br /> REFINEMENTS TO THE OBJECTIVE DESIGN STANDARDS FOR HOUSING SITES <br /> (CASE NO. P20-0989) <br /> WHEREAS, on January 26, 2023, the City Council adopted Objective Design Standards <br /> for Qualifying Housing Developments (Case No. P20-0989) comprised of: Objective Design <br /> Standards for Housing Sites attached as Exhibit A to this resolution and Objective Design <br /> Standards for Multifamily Housing in R-M, C-C, and M-U Zoning Districts in Exhibit B of Resolution <br /> No. 23-1360 (collectively the Objective Design Standards); and <br /> WHEREAS, in response to public comment and upon further consideration of the adopted <br /> standards, the City proposes to refine the Objective Design Standards for Housing Sites in the <br /> interest of providing clearer language and graphics, amended standards to better align with the <br /> Pleasanton Municipal Code, and corrections to erroneous text; and <br /> WHEREAS, no changes are proposed for the Objective Design Standards for Multifamily <br /> Housing in R-M, C-C, and M-U Zoning Districts; and <br /> WHEREAS, on April 12, 2023, staff provided the Planning Commission with refinements <br /> to Objective Design Standards for Housing Sites (Case No. P20-0989); and <br /> WHEREAS, on April 12, 2023, the Planning Commission held a duly noticed public <br /> hearing and considered the written agenda report, relevant exhibits, recommendations of City <br /> staff, and received testimony from interested parties and provided a favorable recommendation <br /> to the City Council regarding the refinements to the Objective Design Standards for Housing Sites; <br /> and <br /> WHEREAS, on May 2, 2023, the City Council held a duly noticed public hearing and <br /> considered the refinements to the Objective Design Standards for Housing Sites, as set forth in <br /> the written agenda report, relevant exhibits, recommendations of City staff and the Planning <br /> Commission, and received testimony from interested parties regarding the Objective Design <br /> Standards for Housing Sites; and <br /> WHEREAS, the Objective Design Standards for Housing Sites implement the policies and <br /> programs of the 2023-2031 (6th Cycle) Housing Element Update considered in the Program <br /> Environmental Impact Report (State Clearinghouse No. 2022040091) which certified by the City <br /> Council on January 26, 2023, by Resolution No. 23-1357. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The City Council finds the adoption of refinements to the Objective Design <br /> Standards for Housing Sites implement and are consistent with the goals and policies examined <br /> in the 2023-2031 (611 Cycle) Housing Element Update Program Environmental Impact Report <br /> (State Clearinghouse No. 2022040091). <br /> SECTION 2. The City Council adopts the refinements to the Objective Design Standards <br /> for Housing Sites, attached as Exhibit A to this resolution to replace the Objective Design <br /> Standards for Housing Sites which were Exhibit A to Resolution No. 23-1360, and grants the <br />
