May 16, 2023 <br /> May 16, 2023, City Council Agenda <br /> Item #I <br /> Dear Mayor Brown and Councilmembers, <br /> Please remove Item #1 from the consent calendar and discuss the points in my letter. <br /> I'd like you to press pause and not support this draft initiative from Our Neighborhood Voices. <br /> First, it is a draft initiative. It hasn't been approved, circulated for comment,vetted and analyzed <br /> by the Attorney General's office and signatures haven't been collected to place it on the ballot. It <br /> could still be modified or rejected. To vote on it now would be premature. <br /> Second, there are many inconsistencies between what the draft initiative would do and what the <br /> Our Neighborhood Voices website says it would do.Your decision deserves much more review <br /> and discussion than afforded by this consent calendar item. <br /> Third,this draft initiative would subject all housing legislation dating back to 2016 to legislative <br /> review to meet a threshold of statewide concern. This could eliminate ALL the legislation that <br /> made my ADU, and thousands of other ADUs throughout the state, possible.This draft initiative <br /> might eliminate SB 35,which allows the Harrison Street project. But it would also eliminate <br /> much pro housing legislation that is welcome, such as building on BART property,ADUs, and <br /> project approval streamlining.Here is a recent review of California housing legislation from <br /> 2017 to the present to give you some idea of its complexity. <br /> This draft initiative deserves more scrutiny.It is confusing and could be wide ranging.Please <br /> wait until the Attorney General's Office and Pleasanton city staff have analyzed it and brought it <br /> back as a regular agenda item. <br /> Best, <br /> Jocelyn Combs <br />
