In contrast to City Council Norms, a City Council Code of Conduct is a more detailed <br /> description of how City Council Members should treat one another, City staff, <br /> constituents, and others they come in contact with when representing the City. City <br /> Council Codes of Conduct vary in how descriptive they are. <br /> Attached are three sample City Council Codes of Conduct from the City of Sacramento <br /> (Attachment 1), the City of Fairfield (Attachment 2) and the City of Sunnyvale <br /> (Attachment 3). The format of the City of Sunnyvale Code of Conduct is used by a <br /> number of cities in the state including the cities of Alameda and Burlingame. <br /> The City of Livermore has adopted a set of City Council Norms, Values, and Principals <br /> of Governance (Attachment 4). The Town of Danville has adopted a set of Town <br /> Council Guidelines (Attachment 5). The cities of San Ramon and Dublin have not <br /> adopted City Council Codes of Conduct. However, the City of Dublin has adopted City <br /> Council Norms (Attachment 6). <br /> Staff recommends the City Council provide direction on: (1) whether it wishes to adopt a <br /> City Council Code of Conduct; and if so, (2) the preferred format of the City Council <br /> Code of Conduct, from those provided or other examples; and (3) what the Code of <br /> Conduct should contain. Staff will then return with a draft Code of Conduct at a <br /> subsequent City Council meeting for review and adoption. <br /> Carry-Over Items from 1995 Rules and Operating Procedures <br /> When the City Council adopted its updated City Council Meeting Rules of Procedure on <br /> July 19, 2022, the Council specifically carried over a number of items from its 1995 <br /> Rules and Operating Procedures (Attachment 7). The resolution adopting the new <br /> Rules of Procedure (Resolution No. 22-1319) provides in relevant part that application <br /> of the following provisions of the 1995 City Council Rules and Operating Procedures <br /> continue to be in effect until superseded by subsequent action: <br /> Section I. Code of Conduct <br /> A. Ethics <br /> B. Television Appearances During an Election Year <br /> Section XI Miscellaneous <br /> A. Use of Staff for Outside Activities <br /> B. Press Releases <br /> C. When Not Speaking on Behalf of the City <br /> D. Council Mail <br /> E. Council and Mayor Compensation <br /> F. Reimbursement Policy and Procedures <br /> G. Council Equipment/ Supplies. <br /> The Council and Mayor Compensation provisions referenced in Section XI.E have been <br /> superseded by the City Council's adoption of Ordinance No. 2242, which amended the <br /> provision of the Pleasanton Municipal Code related to Councilmember salaries, on <br /> Page 3 of 4 <br />
