BACKGROUND <br /> The City is responsible for the operation and maintenance of stationary generators at <br /> water boosting stations, sewer lift stations, fire stations, the police station, and the <br /> Operations Services Center. City staff operate each of these generators monthly to <br /> ensure they are ready for operation. <br /> In July 2019, the City entered into an agreement with Got Power, Inc. for both the repair <br /> of City-owned backup generators and the as-needed rental of generators. The <br /> agreement also includes after-hours response and weekend emergency repairs that <br /> take place throughout the year. With the onset of PG&E's PSPS events, this contract <br /> was utilized to support generator needs for the City systems using portable generator <br /> rentals. Got Power has also assisted City staff in standardizing generator connections at <br /> sites that do not have permanent generators. The standardization of the portable <br /> generator connections will help staff get a station up and running quickly during an <br /> outage or an emergency, mitigating downtime or loss of service. <br /> The term of the original agreement was for three years with an option to renew annually <br /> for another two years if services were satisfactory. The first amendment was in <br /> February 2020 to increase the not-to-exceed total amount from $150,000 to $250,000 <br /> for FY 2019/20 due to the rental of generators for the PSPS events. The second <br /> amendment was in June 2021 to amend the contract for FY 2020/21 and FY 2021/22 <br /> for an additional $25,000 annually. The third amendment was in July 2022 to extend the <br /> term of the agreement through June 30, 2023, which included the original annual <br /> amount of$150,000. To date, $750,000 is already Council-approved and budgeted. <br /> Staff has also worked with Got Power, Inc. to ensure all City-owned generators are <br /> properly maintained and ready for operation in case of an emergency or PSPS event. A <br /> project to perform an evaluation of emergency power systems that will identify critical <br /> water and sewer facilities requiring operation during utility power outages is currently <br /> underway. The evaluation will provide recommendations for prioritized improvements for <br /> implementation, therefore reducing the need for rental generators. <br /> DISCUSSION <br /> The current contract amount is $150,000 for FY 2022/23. Staff is requesting to amend <br /> the Got Power Inc, agreement to extend the term through FY 2023/24 (to June 30, <br /> 2024), which includes the original annual amount of $150,000 and an additional <br /> $125,000 per year for FY 2022/23 and FY 2023/24 for a cumulative not-to-exceed total <br /> of$1,150,000. The additional annual $125,000 in the proposed amendment includes <br /> $84,000 annually for a temporary generator rental for OSC and $41,000 annually to pay <br /> for any additional unplanned maintenance and repair costs on City-owned generators. <br /> The OSC's permanent stationary generator is no longer operational, is out of <br /> compliance with the California Air Resource Board, and need to be replaced. An OSC <br /> Generator Replacement project is budgeted in the current fiscal year. Since the lead <br /> time for the purchase of the generator is at least one year out and the timing of <br /> Page 2of3 <br />
