low-lying tree branches or shrubs and trees under the canopy of a larger tree) and
disrupt the continuity of the horizontal fuel beds by creating a mosaic in the landscape.
This allows better containment of future fires by initial attack forces and reduces the
threat to life and property. The use of goats is also planned to reduce vegetation along
trails and reduce ladder fuels. Replanting native, fire-resistant plants to reduce erosion
and improve ecology is planned along with understory clearing and the creation of a fuel
break within the park.
The Golden Eagle HOA, Castlewood Country Club, Kilkare Woods HOA, Longview
HOA, and several private homes surround the project area. The planned fuels reduction
work will potentially benefit hundreds of homes, the area's water tanks, and the heavily
used trails. As part of the grant application staff obtained and submitted letters of
support from the Golden Eagle HOA, Kilkare HOA, and East Bay Regional Park District.
The reimbursable grant will provide 100 percent of the construction costs of the project
but will require staff time for oversight and administration of the contractors and
consultants. Implementation of the grant will be a joint effort between City and LPFD
staff. CEQA compliance costs are also included in the grant with compliance achieved
using the California Vegetation Treatment Program developed by Cal Fire.
Submittal of the grant application to Cal Fire requires the City Council to adopt the
attached resolution acknowledging the filing of the grant application and certifying that
the City has sufficient funds available to implement the $1,049,100 reimbursement grant
and can expend the grant funds by March 15, 2029.
Submitted by: Fiscal Review: Approved by:
Steve Katrick Joe Testa Susan Hsieh Gerry Beaudin
Director of Engineering Fire Chief Director of Finance City Manager
Livermore-Pleasanton
Fire Department
Attachments:
1.
