BACKGROUND
The City's outdoor commemorative flag display policy was established on August 16,
2022, by Resolution No. 22-1322. The policy provides guidance and standards for the
outdoor display of flags at all City facilities and parks, including commemorative flags
other than the United States, California and City flags.
DISCUSSION
The City's flagpoles are not intended to serve as a forum for free expression by the
public. The City shall display commemorative flags only if authorized by the City Council
as an expression of the City's official sentiments.
The Pride flag is raised during the month of June to commemorate Pride Month. The
Pride Flag has been displayed by the City at the 123 Main Street flagpole throughout
the month of June for the past four years.
Submitted by: Approved by:
Pamela Ott Gerry Beaudin
Assistant City Manager City Manager
