BACKGROUND <br /> The City's outdoor commemorative flag display policy was established on August 16, <br /> 2022, by Resolution No. 22-1322. The policy provides guidance and standards for the <br /> outdoor display of flags at all City facilities and parks, including commemorative flags <br /> other than the United States, California and City flags. <br /> DISCUSSION <br /> The City's flagpoles are not intended to serve as a forum for free expression by the <br /> public. The City shall display commemorative flags only if authorized by the City Council <br /> as an expression of the City's official sentiments. <br /> The Pride flag is raised during the month of June to commemorate Pride Month.
