BACKGROUND <br /> In addition to City Council meetings, the Mayor and Councilmembers serve on a variety <br /> of boards representing the City's interests. These boards are public entities, such as <br /> East Bay Community Energy and Alameda County Waste Management Authority, and <br /> their meetings are open to the public and subject to the Brown Act. Several of these <br /> boards have elected under the Brown Act provisions to allow satellite locations for <br /> meetings; this allows cities to host these public meetings at locations within their <br /> jurisdiction, thus providing local greater access to residents and elected officials to <br /> participate in these meetings. <br /> DISCUSSION <br /> This project will provide three additional City locations to serve as satellite sites at which <br /> elected officials and members of the public may actively participate in public meetings. <br /> The three conference rooms in the City building at 157 Main Street need to be updated <br /> with the necessary equipment to facilitate two-way participation to meet the <br /> requirements of the Brown Act. <br /> The City Council Chamber in the City building at 200 Old Bernal Avenue is the location <br /> for City Council meetings and a variety of City commission and committee meetings. <br /> The existing equipment in the chamber is dated and doesn't provide for optimal two-way <br /> participation with the public. With this project, the sound system and <br /> telecommunications equipment will be upgraded to improve access to, and participation <br /> in, public meetings. <br /> This project is planned to begin in the coming month.
