D-2 | City of Pleasanton Existing Programs Review <br />Section D.1 Existing Housing Programs Review <br />This Appendix documents the implementation status of the current Housing <br />Element programs. The main purpose is to evaluate which programs were <br />successful and should be continued, and which programs were ineffective and <br />should be eliminated or modified. <br />Many of the 2015 Housing Element programs are ongoing City efforts or were <br />successfully completed. These programs have facilitated affordable housing during the planning <br />period, such as Kottinger Gardens (185 units for lower income elderly) and Sunflower Hill (31 <br />units affordable to adults with developmental disabilities). The City has also removed <br />governmental constraints through various Municipal Code amendments, including an updated <br />Accessory Dwelling Unit (ADU) Ordinance, allowances for supportive and transitional housing, <br />and modifications to the Growth Management Program. Specifically, the 2015 Housing Element <br />goals, policies, and related actions advanced housing for special needs populations as follows: <br />• Under Policy 9, the City supports the development of housing for persons with special <br />needs. <br />o Program 9.1 directs the City to seek funding to finance housing affordable to <br />persons with disabilities. Implementing this policy and program, the City has <br />coordinated and partnered to secure funding for projects that provided housing to <br />seniors (i.e., Kottinger Gardens, 185 units) and adults with developmental <br />disabilities (i.e., Sunflower Hill, 31 units). <br /> <br />• Under Policy 43, the City provides for the housing needs of special needs populations. <br />o Program 43.2 directs the City to require as many lower income units as feasible <br />within large rental projects to utilize Universal Design standards to meet the needs <br />of persons with disabilities and to allow for aging in place. Implementing this policy <br />and program, the City has required universal design standards, such as roll-in <br />showers, in at least 10 percent of total units in multi-family projects of more than <br />15 units. <br />o Program 43.4 directs the City to set aside a portion of the City’s Lower Income <br />Housing Funds for housing projects that accommodate the housing needs of <br />special housing needs groups. Implementing this policy and program, the City <br />used Lower Income Housing Funds for Kottinger Gardens and Sunflower Hill <br />developments. <br /> <br />• Under Policy 47, the City implements enhanced non-discrimination housing policies. <br />o Program 47.3 directs the City to assist with the development of a project with three <br />bedroom units affordable to large low and very low-income households. <br />Implementing this policy and program, the City has required 10 percent of a <br />development’s inclusionary units to be three-bedroom units.
