Objective Design Standards for Housing Sites <br /> PART 1 <br /> Introduction <br /> A. PURPOSE <br /> These Development Standards and Guidelines are to be used to evaluate residential development on <br /> housing sites rezoned as part of the update to the Housing Element("housing sites")(see Section C. <br /> Sites Location).The intent is to establish objective standards and guidelines for residential properties <br /> zoned for multifamily development,to ensure this new development is compatible with Pleasanton's <br /> existing high-quality neighborhoods. <br /> The Standards and Guidelines provide direction to developers and property owners on the key <br /> components of use,density,building mass and height,setbacks,architectural features,parking,access, <br /> and street character. <br /> Both quantitative standards and qualitative guidelines have been incorporated,as has a framing vision <br /> statement: <br /> • Standards. As designated by this document,Development Standards have been developed as <br /> clear,objective criteria designed to be uniformly verifiable by reference to an external and <br /> uniform benchmark or criterion available and knowable by both the development applicant or <br /> proponent and the public official pursuant to California Government Code, §65589.5, <br /> subdivision(f). The Standards provided in this document shall form the objective basis of <br /> determining whether development applications conform or shall be denied. <br /> • Guidelines. In addition to the binding Standards,this document also contains Guidelines, <br /> designated by heading and lettered suffix.Guidelines are provided to convey informational <br /> guidance to applicants and convey the subjective design intent and desires of the Pleasanton <br /> community for new development,but are not legally enforceable,nor shall they be permitted <br /> under current California law to be grounds for rejecting development applications. <br /> • Vision Statement. Similar to the Guidelines,the Vision Statement included in this introductory <br /> chapter provides a framing statement of the City's purpose and intent of the guidelines and <br /> standards in a qualitative manner;conformance to the Vision Statement and is not intended to be <br /> used as the basis for approval or denial of a development application. <br /> Notwithstanding the above,the City shall process and review all projects in accordance with the <br /> requirements of State law as they may apply to any housing development project as defined under State <br /> law,including but not limited to number of meetings or hearings,processing timeframes and basis for <br /> approval or denial of a project. <br /> City of Pleasanton -5- Adopted January 26, 2023 <br />
