DRAFT 2023 Legislative Positions <br /> Bill # and Title Description Recommended TVC <br /> City Position Position/League <br /> Position <br /> 25 AB 744 Current law establishes the California Transportation Commission Support None/Support <br /> (Carrillo, Juan) in the Transportation Agency. Current law vests the California <br /> Transportation Commission with various powers and duties relative <br /> California to the programming of transportation capital projects and allocation <br /> Transportation of funds to those projects pursuant to the state transportation <br /> Commission: data, improvement program and various other transportation funding <br /> programs. Upon the appropriation of funds by the Legislature, this <br /> modeling, and bill would require the commission to acquire public domain or <br /> analytic software procure commercially available or open-source licensed solutions <br /> tools procurement. for data, modeling, and analytic software tools to support the state's <br /> sustainable transportation, congestion management, affordable <br /> housing, efficient land use, air quality, and climate change <br /> strategies and goals. The bill would require the commission to <br /> provide access to the data, modeling, and analytic software tools to <br /> state and local agencies, as specified. <br /> 26 AB 1504 Existing law requires every city, county, and city and county to Oppose unless None/Oppose <br /> (McCarty) administratively approve an application to install electric vehicle amended <br /> charging stations through the issuance of a building permit or <br /> Planning and zoning: similar nondiscretionary permit and requires the review of an <br /> adoption of application to install an electric vehicle charging station to be limited <br /> regulations: electric to the building official's review of whether it meets all health and <br /> safety requirements of local, state, and federal law. Existing law <br /> vehicle charging prohibits a city, county, or city and county from denying an <br /> stations. application for a use permit to install an electric vehicle charging <br /> station unless it makes written findings that the proposed <br /> installation would have a specific, adverse impact upon the public <br /> health or safety, and there is no feasible method to satisfactorily <br /> mitigate or avoid the specific, adverse impact. Existing law requires <br /> that any conditions imposed on an application to install an electric <br /> vehicle charging station be designed to mitigate the specific, <br /> adverse impact upon the public health or safety at the lowest cost <br /> possible.
