As well, in 2022 the City received a <br /> grant for two commercial Carrier air filters that can provide clean air in shelters as <br /> needed during wildfire events in 2023. <br /> • Action E21 Community Gardens [Ongoing]. In 2022, the City performed site <br /> work necessary for the Alameda County Master Gardeners to access and seed <br /> cover crop at the Bernal Community Farm including discing and amending the <br /> soil, preparing a water line hookup, and installing a temporary gravel parking <br /> area along the existing access road at the site. The Master Gardeners seeded <br /> the site for their cover crop (drought tolerant/pollinator friendly seed mix) in early <br /> December 2022 and placed informational signage regarding the project at the <br /> site in January 2023. Staff is working with the Master Gardeners on details for <br /> installation of fencing and other improvements for the planned demonstration <br /> garden, which will be in place pending completion of the broader design and <br /> planning for Phase 1 of the Bernal Community Farm. <br /> Upcoming Actions <br /> As noted above, in addition to continuing all ongoing Existing Actions there are several <br /> actions in progress. These actions will continue to progress in 2023, with some of them <br /> anticipated to be completed in the upcoming calendar year. <br /> Additionally, in 2023 work is planned in relation to Action P16 Climate Awareness, <br /> Education, and Outreach including creating community sustainability awards and <br /> developing a Library and Recreation program dedicated to youth climate conservation <br /> and stewardship projects in the community. <br /> Further, staff continues to participate in regional conversations and partnerships around <br /> the climate and sustainability. <br /> Limitations <br /> There have been many accomplishments since the CAP 2.0 adoption. While progress <br /> will continue in 2023, many of the outstanding actions are significant undertakings; due <br /> to current staffing and other City priorities, there are limitations on capacity to complete <br /> the actions and complete certain elements of the plan. For example, this year it proved <br /> challenging to gather and report on CAP 2.0 performance metrics. Some metrics were <br /> captured (e.g., quantity of solar permits), however information on more extensive <br /> metrics (e.g., water consumption, energy use, etc.) was not gathered nor was the <br /> CAPDash tool used. As time allows, these are two efforts that will be included in future <br /> updates. <br /> This report was provided to the Committee on Energy and Environment on March 22, <br /> 2023. At that time, the Committee reiterated the importance of a dedicated staff member <br /> to implement the CAP 2.0. <br /> Page 8of9 <br />
