This action is complemented by recent State legislation to <br /> phase out the sale of small gas-powered equipment, which over time will <br /> contribute to further GHG reductions. <br /> • Action E6 Housing Element Implementation [In Progress]. The 6th Cycle <br /> (2023-2031) Housing Element was adopted by the City Council on January 26, <br /> 2023. Implementation has begun including Objective Design Standards (Program <br /> 6.1), Stoneridge Mall Framework (portion of Program 1.7), and minor municipal <br /> code amendments (portion of Program 3.1). Implementation will continue through <br /> 2031. <br /> • Action P11 Promote LEED Neighborhood Development [Completed 2022]. <br /> In 2022, the CAP checklist was updated so that new neighborhood scale projects <br /> need to incorporate elements of LEED Neighborhood Development (examples of <br /> project features that will provide points include access to transit, bicycle facilities, <br /> access to recreation facilities, local food production, tree-lined and shaded <br /> streetscapes, heat island reduction, etc.). Compliance will be reviewed as <br /> appropriate for future development applications. This action has an estimated <br /> cumulative reduction of 16,600 MTCO2e through 2030. <br /> Materials and Consumption <br /> • Action E7 SB 1383 Implementation [In Progress]. The City made significant <br /> progress implementing SB 1383. Highlights from include: <br /> o Franchise Agreement - In June 2022, the City Council adopted a new <br /> garbage rate and revised the Franchise Agreement to comply with <br /> SB1383 and begin implementing the new collection and processing <br /> requirements. <br /> o Education and Outreach - Notable time and effort was spent working on <br /> education and outreach. This was also a collaboration with StopWaste, <br /> Pleasanton Garbage Service, and the Go Green Initiative. <br /> o Currently, 537 businesses are compliant, and 95 waivers have been <br /> issued; only 21 percent of businesses are non-compliant. The City is <br /> enrolling businesses into service and Stopwaste is granting waivers daily. <br /> Stopwaste has begun enforcement on behalf of the City for businesses <br /> which are not complaint with SB 1383 service requirements. <br /> • Action S5 Environmentally Preferable Purchasing Policy [Completed 2022]. <br /> The City Council adopted an Environmentally Preferable Purchasing Policy on <br /> May 3, 2022.The policy aims to minimize adverse impacts to the environment by <br /> establishing standards for the products and services the City purchases (e.g., <br /> mulch, paper, energy, etc.) and requires City buyers to purchase products that <br /> reduce energy, water, and fuel consumption and that lead to reductions in <br /> greenhouse gas emissions. <br /> Page 6 of 9 <br />
