BACKGROUND <br /> This past winter, atmospheric river system storms resulted in damage throughout <br /> Pleasanton. On January 9, 2023, the City Manager, acting as Director of Emergency <br /> Services, declared a local emergency. The City Council ratified this declaration by <br /> Resolution No. 23-1351 on January 11, 2023. At that same time, the City Council <br /> delegated to the City Manager, by Resolution No. 23-1352, authority to execute <br /> agreements on behalf of the City for storm-related purchases during the existence of the <br /> local emergency. On March 7, 2023, the City Council, by Resolution No. 23-1369, <br /> authorized staff to apply for disaster relief funds and grants from the Governor's Office <br /> of Emergency Services (CAL OES) and federal Emergency Management Agency <br /> (FEMA). <br /> DISCUSSION <br /> State law requires that the City Council review the need for continuing the local <br /> emergency every 60 days. (See Cal. Government Code §8630.)
