Mall Framework which provides high-level planning guidance for the redevelopment of the <br /> 75-acre mall (with preservation of existing mall shops). Two of the Housing Element sites are <br /> properties owned by the School District on First Street, and on Vineyard Avenue, and the <br /> City expects to be working with the School District over the coming months to determine the <br /> most appropriate scenarios for their development. <br /> While some of the sites already have active developer interest — for example, the Kiewit <br /> property is the site of a recent project application, and staff is in receipt of preliminary <br /> applications or in discussion with prospective applicants for other locations; it is more <br /> challenging to know precisely which sites will develop and in what timeframe. As a <br /> benchmark, based on the prior (5th Cycle), just concluded, the City saw approximately 40 <br /> percent of the sites identified in the prior Housing Element actually develop or be entitled. It is <br /> possible that a greater or lesser proportion of 6th Cycle sites may develop over the next 8 <br /> years, depending on the housing market and other economic factors. <br /> City staff will continue to work with PUSD to participate in the annual demographic forecast <br /> and to reflect the most development projections and trends as they evolve over time, and to <br /> ensure that the District is able to adequately plan for school facilities to meet changing <br /> student needs. <br /> 2ifitted . : Approved by: <br /> / <br /> I 9 <br /> Ellen Clark Gerry Beaudin <br /> Director of Community Development City Manager <br />
