<br /> Over the years, the City Council has effectively used CIP plans to guide the design and
<br /> development of city infrastructure. The City Council has also developed prudent fiscal
<br /> policies to fund capital projects with a variety of funding resources. Projects
<br /> recommended for the CIP are based on the goals and priorities set forth by the City
<br /> Council.
<br /> Available Resources
<br /> The City uses restricted and unrestricted revenues to fund capital projects. Restricted
<br /> resources represent non-discretionary funds that can only be spent for specific
<br /> purposes/projects. Unrestricted resources include discretionary General Fund and
<br /> operating budget program contributions. Examples of restricted funds are presented
<br /> below:
<br /> • Traffic, Tri-Valley Transportation, Johnson Drive Economic Development Zone
<br /> (JDEDZ), Facility, and Park impact fees and developer contributions from
<br /> residential and commercial development projects;
<br /> • Gas Tax funds, Measure B/BB sales tax revenues, and Measure F vehicle
<br /> registration fees from the state and the county;
<br /> • Grants from other agencies;
<br /> • Fees collected for specific plans and capital reserves;
<br /> • Water and Sewer connection fees and contributions from residential and
<br /> commercial development projects;
<br /> • Transfers from Water and Sewer Funds for relevant projects; and
<br /> • Interest earnings from restricted funds.
