The City Council has also developed prudent fiscal
policies to fund capital projects with a variety of funding resources. Projects
recommended for the CIP are based on the goals and priorities set forth by the City
Council.
Available Resources
The City uses restricted and unrestricted revenues to fund capital projects. Restricted
resources represent non-discretionary funds that can only be spent for specific
purposes/projects. Unrestricted resources include discretionary General Fund and
operating budget program contributions. Examples of restricted funds are presented
below:
• Traffic, Tri-Valley Transportation, Johnson Drive Economic Development Zone
(JDEDZ), Facility, and Park impact fees and developer contributions from
residential and commercial development projects;
• Gas Tax funds, Measure B/BB sales tax revenues, and Measure F vehicle
registration fees from the state and the county;
• Grants from other agencies;
• Fees collected for specific plans and capital reserves;
• Water and Sewer connection fees and contributions from residential and
commercial development projects;
• Transfers from Water and Sewer Funds for relevant projects; and
• Interest earnings from restricted funds.
Page 6 of 9
