ATTACHMENT 1 <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> DECLARING A STAGE 2 WATER SHORTAGE AND REQUESTING THAT <br /> PLEASANTON WATER CUSTOMERS VOLUNTARILY REDUCE THEIR POTABLE <br /> WATER USAGE BY FIFTEEN PERCENT (15%) <br /> WHEREAS, Perfluorohexanesulfonic acid (PFHxS) is a member of a large class of <br /> chemicals known as per- and polyfluoroalkyl substances (PFAS) and New health-based <br /> notification and response levels have been established; and <br /> WHEREAS, In response, Council directed staff to take all three of the City's wells out of <br /> service and consequently the City no longer has access to its annual 3,500 Acre-Foot (AF) <br /> groundwater supply and is relying 100 percent on Zone 7 Water Agency (Zone 7) water supplies; <br /> and <br /> WHEREAS, The City must get replacement water from Zone 7 through connections <br /> (Turnouts) to the Zone 7's regional distribution system; and <br /> WHEREAS, Testing on the turnouts showed that Turnouts can produce enough flow to <br /> meet demands experienced during the current mandatory fifteen percent water conservation, but <br /> cannot meet demand experienced prior to the current drought conditions; and <br /> WHEREAS, Continued conservation is still necessary to reduce summer peak demand <br /> because of water distribution capacity limitations related to the City's groundwater wells not being <br /> in operation; and <br /> WHEREAS, The City would like to give the community an opportunity to achieve the 15 <br /> percent water conservation target voluntarily before requesting mandatory conservation if <br /> needed. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Declares a Stage 2 water shortage pursuant to Municipal Code Chapter <br /> 9.30 and City's Water Supply Contingency Plan <br /> SECTION 2. Requests that Pleasanton water customers voluntarily reduce potable <br /> water usage by fifteen percent (15%). <br /> SECTION 3. Directs staff to base reductions on average usage from the same billing <br /> period from prior one to four years, as provided in Municipal Code §9.30.070. <br /> SECTION 4. Directs staff to take into consideration households which have already been <br /> conserving water when determining the application of penalties for failure to reduce usage by <br /> 15% by reviewing billing periods from the prior one to four years that might reflect lower volume <br /> usage through conservation. <br /> SECTION 5. Directs staff to closely monitor all water deliveries and if at any time, water <br /> conservation levels are not adequate for the City to continue providing consistent and reliable <br /> I <br />
