25 <br /> THE CITY OF <br /> g CITY COUNCIL AGENDA REPORT <br /> PLEASANTON <br /> April 18, 2023 <br /> Operations Services <br /> TITLE: ADOPT A RESOLUTION DECLARING A WATER SHORTAGE DUE TO <br /> INFRASTRUCTURE LIMITATIONS AND REQUESTING VOLUNTARY <br /> 15 PERCENT REDUCTION IN WATER USAGE <br /> SUMMARY <br /> Perfluorohexanesulfonic acid (PFHxS) is a member of a large class of chemicals known <br /> as per- and polyfluoroalkyl substances (PFAS). New health-based notification and <br /> response levels have been established for PFHxS. In response, the City Council <br /> directed staff to take all three of the City's wells out of service. Consequently, the City <br /> no longer has access to its annual 3,500 Acre-Foot (AF) groundwater supply, which is <br /> 20 percent of the City's water supply, and as a consequence the City is now fully reliant <br /> on Zone 7 Water Agency (Zone 7) water supplies. The City must get replacement water <br /> from Zone 7 through connections (turnouts) to Zone 7's regional distribution system. In <br /> February 2023, in coordination with Zone 7 and DSRSD staff performed testing on the <br /> turnouts to determine the total flow capacity of the turnouts. The results show that the <br /> turnouts can produce enough flow to meet demands experienced during the current <br /> mandatory fifteen percent drought conservation mandate. However, the turnouts cannot <br /> meet demand experienced prior to drought conditions, so continued conservation <br /> remains necessary to reduce summer peak water demand because of water distribution <br /> capacity limitations related to the City's groundwater wells not being in operation due to <br /> the detection of PFAS. <br /> Staff recommends that the City Council declare a water shortage for infrastructure <br /> limitations per the City's Water Supply Contingency Plan (WSCP) which describes the <br /> City's strategic plan in response to water shortages, and request that Pleasanton water <br /> customers voluntarily reduce their potable water usage by 15 percent. <br /> RECOMMENDATION <br /> Adopt a resolution declaring a water shortage for infrastructure limitations per the City's <br /> Water Supply Contingency Plan and request that Pleasanton water customers <br /> voluntarily reduce their potable water usage by 15 percent. <br /> FINANCIAL STATEMENT <br /> While the declaration of a water shortage does not have direct financial impact, <br /> continued water conservation will result in reduced water revenues to the City's Water <br /> Enterprise. Staff will monitor the financial impact of the requested 15 percent water <br /> conservation and provide a near-term update to the City Council. <br /> Page 1 of 5 <br />
