AP-75 Barriers to affordable housing -91.420, 91.220(j) <br /> Introduction <br /> This section includes the actions planned by the City of Pleasanton during the FY 202/24 to reduce <br /> barriers to affordable housing. <br /> Actions it planned to remove or ameliorate the negative effects of public policies that serve <br /> as barriers to affordable housing such as land use controls,tax policies affecting land,zoning <br /> ordinances, building codes,fees and charges,growth limitations, and policies affecting the <br /> return on residential investment <br /> The City of Pleasanton is an active member of the Alameda County HOME Consortium. In 2010,the <br /> Consortium completed an updated Analysis of Impediments to Fair Housing as part of its fair housing <br /> planning program. The HOME Consortium Analysis of Impediments includes demographic information <br /> for each jurisdiction, an evaluation of each jurisdiction's fair housing status,a description of public and <br /> private impediments to fair housing choice,and an assessment of current public and private fair housing <br /> programs. The HOME Consortium will be updating the Al in accordance to HUD's new regulations. <br /> The City provides fair housing and housing counseling services to area residents through a contract with <br /> ECHO Housing. The City's funding is high on a per-capita basis relative to other communities,and the <br /> majority of this service is paid for with local rather than HUD funds. ECHO Housing's services include <br /> investigation of housing discrimination complaints as well as educational seminars for housing <br /> managers, owners, realtors, and tenants. City staff works with ECHO Housing to address identified <br /> impediments. In addition to the general services provide through the City's contract with ECHO <br /> Housing,the City has been active in the following areas: <br /> • The City has supported a variety of grass-roots efforts over the past decade that have resulted in <br /> the construction of new, affordable housing for a wide spectrum of housing needs in the <br /> community(family rental,senior,first-time home buyer, disabled,and other special needs). The <br /> majority of these efforts have involved local funds. <br /> • The City sponsors,through an annual contribution of local funds,the efforts of the East Bay <br /> Housing Organization (EBHO) public education campaign to address local opposition to and <br /> misperceptions of affordable housing. <br /> • The City has collaborated extensively with its neighbor city, Livermore,on housing programs and <br /> issues of shared concern (e.g.,Sojourner House emergency shelter). The cities, as well as the <br /> City of Dublin,collaborated to secure a Section 108 Loan to assist in financing the construction <br /> of the Axis Community Health Clinic in Pleasanton. <br /> • The City has supported an extensive Housing Rehabilitation Program.
