2 4 b. <br /> THE CITY OF <br /> ate. <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> April 18, 2022 <br /> Community Development <br /> Housing Division <br /> TITLE: APPROVE THE ANNUAL ACTION PLAN (FY 2023/2024) FOR THE USE <br /> OF FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br /> FUNDS AND AUTHORIZE A MEMORANDUM OF UNDERSTANDING WITH <br /> THE CITY OF LIVERMORE FOR ENVIRONMENTAL REVIEW OF THE <br /> CDBG-FUNDED TRI-VALLEY HAVEN EMERGENCY SHELTER REBUILD <br /> PROJECT <br /> SUMMARY <br /> Pleasanton will receive $380,348 in federal CDBG funds for federal Fiscal Year 2023 <br /> (2023/24). This report summarizes and requests City Council approval of the Annual <br /> Action Plan for FY 2023 that must be submitted to the U.S. Department of Housing and <br /> Urban Development (HUD) for the City to receive its FY 2023 allocation of CDBG funds. <br /> As a separate agenda item at this April 18 meeting, the Council is requested to take <br /> action regarding the allocation of the FY2023 federal CDBG funds as part of the <br /> allocation of Housing and Human Services Grant (HHSG) funding to local non-profit <br /> agencies. <br /> RECOMMENDATION <br /> Approve the Annual Action Plan for federal Fiscal Year 2023; directing staff to submit <br /> the plan to HUD by the May 16, 2023, deadline; authorizing the City Manager, or his <br /> designee, to negotiate and execute any related documents, agreements, and <br /> modifications related to the Annual Action Plan with HUD, and authorizing the City <br /> Manager, or his designee, to enter into a Memorandum of Understanding (MOU) with <br /> the City of Livermore as lead agency to undertake and complete a joint Environmental <br /> Review for the Tri-Valley Haven's Emergency Shelter Rebuild Project. <br /> FINANCIAL STATEMENT <br /> The approval of the annual Action Plan will not have a direct fiscal impact on the City. <br /> The City has been allocated $380,348 in CDBG funds for FY 2023 (2023/24), and <br /> preparation and submittal of the Action Plan is a requirement for receipt of the funds. <br />
