City commissions reviewed and provided recommendations on the grant awards as <br /> follows: <br /> • Human Services Commission for human services-related programs and <br /> applications funded through CDBG and from the General Fund. <br /> • Housing Commission for housing-related programs and applications eligible for <br /> funding from the City's LIHF and Federal HOME funds. <br /> • Civic Arts Commission for arts and cultural activities for Pleasanton residents. <br /> • Youth Commission for youth-focused programs. <br /> Additional information on each commission's recommendation is provided below. <br /> DISCUSSION <br /> Table 2 summarizes the composite level of funding available for the entire FY 2023/24 HHSG <br /> program. <br /> Table 2: Summary of Fiscal Year 2023/24 HHSG Available Funding <br /> Fiscal Year <br /> Source 2023 Notes <br /> Funding <br /> CDBG: The CDBG Entitlement amount for FY 2023/24 is $380,348. The funds <br /> Capital Project $274,282 allocated for Capital Projects are $274,282, which includes the Section <br /> Public $57,052 108 Loan repayment of$24,282 for the Axis Community Health clinic <br /> Services $76,069 rehabilitation project in 2015, and an additional $27,056 from <br /> Administration reprogrammed funds from FY 2022/23. Funds allocated for public <br /> services total $57,052, which is within the 15% cap for public services. <br /> Funds allocated for administration total $76,069, which is within the 20% <br /> _qap for program administration. <br /> City General $252,607 Based on a 2009 policy, this allocation increases/decreases at the same <br /> Fund Human rate of General Fund growth year over year. $252,607 represents a 13% <br /> Services increase over last FY. $35,000 of the$252,607 is approved for the youth <br /> behavioral health services provided to Axis Community Health, <br /> HOME: <br /> Activities $126,134 The HOME Program allocation for FY2023/24 is $133,789 of which <br /> Administration $7,655 $126,134 will be allocated to HOME-eligible activities and $7,655 (5%) <br /> will be allocated for administration. <br /> LIHF $354,348 $354,348 is the LIHF amount recommended to be allocated to the <br /> a encies. <br /> Total $1,148,147 <br /> Human Services Grants <br /> The City has allocated General Fund money to support the provision of important human <br /> services in Pleasanton. This allocation provided annually for Human Services Grants is <br /> based on a policy adopted by the City Council in 2009 and increases/decreases funding <br /> based on the percentage increase/decrease of the City's General Fund from the prior year. <br /> Using this formula, the amount allocated to the HHSG this year is $252,607, or 13 percent <br /> Page 3 of 16 <br />
